      How the conclusion in this report fits with the Corporate Strategy

      This scheme will impact on the delivery of all Corporate Aims, focusing most immediately on:

      Aim 1 - maximising life opportunities
      : the proposal to provide permanent classroom accommodation will have an immediate benefit for the school.

      Aim 5 - improving services: all users of the proposed new facilities will benefit from these proposals.

    Summary

    1.1

    Curdridge County Primary School, built in 1839, is situated in the village of Curdridge midway between Botley and Bishop's Waltham. The school catchment area serves the village and the surrounding rural community for 4 to 11 year old pupils. Currently there are 113 pupils on roll.

    1.2

    It is proposed to provide a permanent extension to replace existing temporary classrooms which are in a poor condition. The extension will be sited on the area currently occupied by the temporary classrooms and it will therefore be necessary to provide one double temporary classroom for the duration of the works. This will be located on nearby third party land and terms have been agreed with the landowner for this temporary proposal. The proposals are supported by the Parish Council. The total estimated cost of the proposed scheme is £643,000, excluding fees, and includes enhancements to provide new library/resource space and a group room, as well as the two permanent classrooms.

    1.3

    The Director of Property, Business and Regulatory Services has progressed the design of the proposed additional accommodation and the purpose of this report is to outline the design proposals and seek approval to the attached design project appraisal.

    Scope of the Works

    2.1

    It is proposed to extend to the rear of the original school building by continuing the existing circulation spine ramp up the east side of the hall, with steps leading up to a library/resource space, with adjacent group room. Further steps lead up to a third level where the classroom/shared spaces are located, opening onto external timber decked areas.

    2.2

    The layout of the accommodation was influenced by the existing mature sycamore and field maple trees on the site and the design ensures their retention and long-term future. Measures will be taken to protect the trees on this restricted site during the construction period.

    2.3

    The overall height of the extension has been kept to a minimum and materials have been chosen to complement the original school building.

    2.4

    Landscaping works include the planting of shrubs and climbers around the new building and planting to reinforce existing hedges.

    Procurement

    3.1

    At the November 2005 meeting of the Executive Member for Policy and Resources, approval was given to procure this scheme on a develop and construct basis, on a two-stage tender process, through competitive tender to a shortlist of three preferred contractors.

    4

    Funding and Timing

    4.1

    It is anticipated that first-stage tenders will be invited during March 2006 and second-stage tenders in April/May 2006. It is proposed to start on site during July/August 2006 with completion anticipated during February 2007.

    4.2

    There is some evidence on site of a bat population, with only a small risk of their presence in the temporary classrooms due for demolition. In the unlikely event of bats being found during emergence checks in June, a start on the works would have to be delayed until September 2006.

    4.3

    An allocation of £618,000, excluding fees, was made in the Children's Services Capital Programme (NDS) 2005/06. Agreement will be sought to carry this forward into the 2006/07 Capital Programme. The school is making a contribution of £25,000.

    Consultation with Local Member

    5.1

    Councillor Peter Kent-Mason, the local Member for this area, has been consulted on the proposals and commented: "I am very pleased to support the scheme and consider that it will be a super asset to the school".

    Conclusion

    The proposed scheme will provide purpose-built classroom, library and associated accommodation and facilitate the removal from site of two temporary classrooms which are beyond their useful life.

    Recommendation

    That the Buildings Land and Procurement Panel advises the Executive Member for Policy and Resources that the design project appraisal for the scheme at the Curdridge Primary School at an estimated cost of £643,000, excluding fees, be approved.

Value of land already acquired for this project

      The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.

      Energy costs

      The estimated annual energy consumption for the new accommodation will meet that required by current Building Regulations. It is anticipated that the increase in fuel cost for the school will be in the order of £732 per annum (£5.24 for each m² of new accommodation). The additional CO² consumption will be 6 tonnes per year

      2 Details of site and existing infrastructure

        Location/adjoining land and buildings

        Curdridge Primary School is located within the heart of the village, adjacent to St Peter's Church, which lies to the south of the school. To the west is The Old School House, and to the east other residential properties. To the north, beyond a playground and grassed area leased to the County Council by the owners of The Old School House, are fields and wooded areas. The site has a steep fall across it from north to south.

        Area including comparison with local/national standards

        The total site area is 0.87 acres (0.35 hectares). The DfES guideline for a school of this size is 1.85 acres (0.75 hectares).

        Access

        Pedestrian access is from Church Lane. A path through the churchyard leads to the village car park, which is used for dropping off and collecting pupils.

        There is no parking on site and it will therefore be necessary for the contractor's staff to use the village car park for parking purposes.

        The normal restrictions on working hours, deliveries outside school peak times and basic traffic safety measure will apply.

        Existing buildings and temporary buildings

        The original Victorian school dates from 1839, a classroom extension being added in 1894. More recently, a hall/staff room extension was added in 1997. There are currently two temporary classrooms, in poor condition, situated to the north of the site on the area of the proposed extension. It will therefore be necessary to provide one double temporary classroom for decanting purposes for the duration of the works, which will be situated on nearby third party land. The Parish Council has been consulted and fully supports this temporary measure. Terms for a temporary licence have been agreed with the landowner.

        Results of trial boreholes

        The soils on this site comprise topsoil and limited thicknesses of fill overlying stiff clay. The close proximity of mature trees will necessitate deeper than normal foundations, together with precautions against heave of the subsoils. Floor slabs will be generally suspended beam and block.

        Mains services position

        The existing mains services are considered to be of sufficient capacity to be extended and adapted as required to serve the proposed additional accommodation.

      3 Scope of the Project

        Type of project, layout and facilities provided

        The proposed extension will be located to the rear of the existing building and will provide the following accommodation:

          · library/resource room

          · group room

          · 1 classrooms

          · shared areas

          · lobby/cloak area/wcs to each classroom

        Places provided

        This scheme will not provide any additional pupil places at the school.

      4 The Proposed Building

        Type of construction, finish and appearance

        The extension has been designed to keep the overall height of the building to a minimum. Thus the library resource space is set into the middle of the site to minimise the impact of its volume from outside the site. The classrooms have shallow pitched forms. All areas have pitched roofs.

        The materials chosen for the proposed scheme will closely match those of the original Victorian building and The Old School House. The roofs will be covered in slate to reflect that of the older buildings, with walls of red stock bricks.

        Accessible facilities

        The County Council's Access and Equalities Manager has been consulted through the design process and all requirements and recommendations have been incorporated in the design.

        Space has been left for installation of a platform lift, should this be required at any time in the future for use by pupils or staff with particular needs.

        Heating and ventilation systems

        It is proposed to extend the existing heating system to serve the new classrooms, with underfloor heating in the hall.

        The existing hall and classrooms are currently ventilated via opening windows and it is not proposed to change this arrangement for the classrooms. The construction of the connecting corridor will affect the ventilation of the hall and it is therefore proposed that this space be mechanically ventilated.

        Fire risk assessment

        In consultation with the Hampshire Fire and Rescue Service, a fire risk assessment concludes that this is a low fire risk category building. Therefore a sprinkler system will not be installed.

        Health and safety

        A designer's risk assessment and a design health and safety plan, in accordance with Regulation 15 of the Construction Design and Management Regulations 1994, have been undertaken for the proposed scheme

      5 External Works

        Car parking

        There is no car parking provision on this site and none will be provided as part of the current scheme.

        Landscape proposals

        Existing trees on the site will be protected during the construction period. One field maple which has been previously pollarded due to fork splits has been assessed as having very low residual value and will therefore be removed. Shrub and climber planting will be carried out around the new building and existing hedges reinforced. The west elevation of the hall will be planted with fast-growing climbers on a wire grid.

        A small brick-paved courtyard area will be located adjacent to the library for use as a quiet study area.

        Situation on site and environmental impact

        The proposed scheme has been designed to sympathetically extend the existing Victorian school building, whilst retaining two mature trees within the small site area. The construction of a purpose-built extension will facilitate the removal from site of two temporary classrooms which are beyond their useful life.

        Evidence of bats has been found in the main school building during an ecological survey. A licence will be applied for and any necessary actions taken to ensure compliance with all statutory requirements.

      6 Planning

        A detailed planning application was submitted during February 2006.

      7 Building management

        Existing arrangements will apply to cleaning, catering, local management and maintenance arrangements.

      8 Furniture and equipment

        A sum from the Children's Services Furniture, Fixture and Equipment allocation will be agreed with the school at a later date.

        The following have been consulted during the development of the project: Headteacher and Governors of the school, Children's Services, Environment Department, Access Officer, local County Councillor
