Provision of Facilities for Young People

The project is designed to address the perceived lack of facilities for young people in the Borough, while at the same time providing diversionary activities for those young people who might otherwise become involved in anti-social behaviour. The project is made up of a range of activities identified by the Hampshire Youth Service in conjunction with the Community Development, and Countryside and Recreation Units at Eastleigh Borough Council:

1. Friday Night Football, operating at various sites across the Borough. Funding is needed for project support staff. The project attracts up to 100 young people per session, which diverts them from drinking early on a Friday evening to more positive activities. Plans are being developed to engage more positively with the young women who attend these sessions. Cost: 2 hours per night x 2 staff x 3 projects x 52 weeks = £4,500.

2. Street Sport, operating during the summer holiday period and offering a range of formal/informal sporting activities. As above, this is a positive way of engaging young people in activities during school holidays. Another potential outcome is young people finding an activity which they enjoy and wish to develop. Cost: 2 hours per day x 2 staff x 5 days x 5 weeks = £1,500.

3. The Hub Sports/Youth Centre, to repair/upgrade the boxing ring and fixtures. Cost: £6,000.

4. Summer Activities - 2 large events to be organised as requested by young people:

    a. Use of Fleming Park 1 day per week for 4 weeks to offer organised sports and fun activities (bouncy-castle type activities and other fun games). This could have several outcomes apart from children and young people having fun, including: young people accessing participating agencies, contact with parents, and contact between parents and local agencies.

    b. As part of Eastleigh Music Festival giving local young people the opportunity to perform using the organisation of the main event. This would involve starting the festival a day earlier, thereby allowing an under-18 age concert.

    To achieve both events, a person would need to be employed on a short term contract to take day to day responsibility in achieving the above. Cost: approx. £13,000.

5. To supply a large insulated container with electrical fittings to the Hype Youth Centre. The container has 3 rooms offering storage and the facility to develop 2 or 3 further projects at the centre. This has proved successful at The Box Youth Centre. Cost: £5,000 - other costs to be met from the Children's Fund budget.

6. To support Pilands Wood Senior Youth Club, managed by Pilands Wood Community Association. Funding from the local network fund ends March 2006. The club has a regular membership offering informal learning opportunities and trips out of the area. Also there is evidence that youth nuisance and vandalism is reduced when the club is operating. Funding is required for staff salaries and room hire. Cost: £10,000.

7. Youth Counselling Project - this is a needed project in the Borough, has functioned on a year by year basis and relies on a local volunteer to offer counselling sessions to young people. Although her time is free apart from transport cost, she does however require clinical supervision ensuring all parties are safe. The project works out of the Connexion office. Cost: £5,000.

8. Youth Conference - a yearly event giving young people the opportunity to access decision makers in the Borough, allowing their views to be heard and responded to where possible. Cost: £3,000

9. To hire the Outdoor Education Climbing Wall, which can be erected in local parks/open spaces - this could be an activity detached youth workers can offer young people through the summer: it is a special piece of equipment and is supervised by trained staff. 10 visits could be made, with 2 visits in each local committee area. Cost £1,000

10. Funds to be made available for local youth forums - there are presently 3 forums in the Borough who engage in various activities such as: CREW week, the FING, Graffiti cleans and other events. Some funding for their own activities would be welcomed. Cost: £3,000

11. Hants Media Hub, a proposed educational media resource being developed by EBC in collaboration with Cass Productions. The centre would provide high-quality multi-media projects (including filmmaking, web design, music production, and digital imagery) to young people/jobseekers for free or a heavily subsidised rate. As well as training opportunities, it would also offer a safe, creative space for local young people to gain new skills and learn from qualified tutors. Cost: £8000 to allow work to begin on 2 filmmaking projects involving up to 40 young people (this would also encourage further investment towards longer term costs - the set up and first year's cost for this facility total £29,000, and after an additional £4,400 in year 2 the project would be self-sustainable using existing staffing and external grant funding).

How does this bid support the targets within the Community Strategy?

The bid specifically supports a number of the aims set out under 3 of the main themes of the Eastleigh Community Strategy, including the following:

Community Safety Theme:

· Aim 3: Helping young people keep out of crime

Health and Well-being Theme:

· Aim 5: Reducing ill-health caused by drug and alcohol misuse

Leisure Theme:

· Aim 1: Recreation opportunities for all residents

· Aim 2: Encouraging residents to take greater responsibility for their health

· Aim 3: To provide activities that help prevent young people getting involved in crime

The project also supports the Priority Outcome A in the Hampshire LAA, which includes the action/aim to "widen participation in the range of sport, recreational and cultural activities available for young people".

Overall funding arrangements

The total cost of project is £60,000, with contributions being sought from other key partners in the Eastleigh Strategic Partnership (ESP), including Eastleigh Borough Council (£50 for both projects), HCC (£10k) and Hampshire Constabulary.
