1. Summary

1.1 This report makes recommendation in respect of a number of applications for funding from the LSPs, which are subject to approval by the Executive Member for Community Development and External Affairs.

2. Background

2.1 A budget for supporting projects derived from the County Council's statutory duty to prepare a community strategy has been set up and this includes a budget of £217,600 in 2006/07 for pump priming the Local Strategic Partnerships (LSPs) and to develop further community strategies.

2.2 Each of the 11 LSP's are encouraged to bid for money from this budget to support the development of their LSPs and for the pump priming of projects.

2.3 The budget is also available for the development and implementation of the Hampshire Strategic Partnership.

2.4 The Chief Executive can approve amounts of less than £2000. The Executive Member for Community Development and External Affairs can approve amounts between £2000 and £10,000. Amounts exceeding £10,000 must be referred by the Executive Member to the Leader for decision with a recommendation.

2.5 Appendix B sets out the funding criteria for which bids will be approved. They are intended as guidelines and not prescriptive rules.

2.6 The relevant local Member's views are taken into account through the LSP mechanism.

2.7 These decisions support Aim 4 of the Corporate Strategy (Building Strong and Safe Communities) by working together with local people to build strong and safe communities for everyone. In addition they support the themes of the Community Strategy for Hampshire.

3. Current bids

3.1 The following bids have been approved by the Chief Executive:

3.1.2 The sum of £730 for the Havant Community Partnership to fund an advertisement in the local press for the annual general meetings of the six Community Boards, this has been paid from the 2005/06 budget.

3.2 The following bids are for consideration by the Executive Member for Community Development and External Affairs:

Test Valley LSP- £5,000 (funding form 1 refers)

Hart LSP- £5,000 (funding form 2 refers)

Hart LSP- £4,700 (funding form 3 refers)

Fareham LSP- £5,000 (funding form 4 refers)

Gosport LSP- £2,500 (funding form 6 refers)

Hampshire Strategic Partnership- £6,000 (funding form 7 refers)

Eastleigh LSP- £5,000 (funding form 8 refers)

Eastleigh LSP- £10,000 (funding form 9 refers)

Hampshire Strategic Partnership- £5,000 (funding form 10 refers)

3.1.3 The budget for this financial year 2006/07 has been agreed at £217,600. This together with the agreed carry forward of £90,000 gives a total of £307,600. The sum of £30,500 was agreed at the decision day in February for LSP bids against the 2006/07 budget. In addition the £30,000 previously agreed for the Rowner feasibility study was included in the carry forward amount of £90,000.

If the bids listed above are approved against the 2006/07 budget, the total allocated, is £120,700 leaving £186,900. (See attached appendix A).

Recommendation

To approve the following allocations:

The sum of £5,000 for the Test Valley LSP

The sum of £9,700 for the Hart LSP (£5k for the Partnership Post and £4.7k for the CAB debt project)

The sum of £5,000 for the Fareham LSP

The sum of £11,000 for the HSP (£5k for the Hampshire Children and Young Peoples Voluntary Sector Alliance and £6k for the Retis post)

The sum of £2,500 for the Gosport LSP

The sum of £15,000 for the Eastleigh LSP (£5k for the reducing alcohol related nuisance behaviour by young people project and £10k for the facilities for young people project)
