1. Summary
1.1 The following decision is sought:
That, to assist delivery of Project Integra's Behavioural Change Strategy in 2006 and 2007, a framework contract be awarded for delivery of monitoring and doorstepping work over a two year period, with the option to extend for a further year, up to a maximum value of £1.5 million, to operate on similar lines to the previous framework contract.
1.2 On 4 April 2006 the Buildings, Land and Procurement Panel recommended this proposal.
2. Reason
2.1 To enable the doorstepping phase of the Project Integra Behavioural Change Strategy to proceed, subject to external funding, as agreed at the Project Integra Management Board meeting on 12 January 2006.
2.2 The current framework contract permitted spending to a maximum value of £500,000 has now been reached because the Waste and Resources Action Programme (WRAP), which funded the previous doorstepping programme, imposed additional monitoring requirements. There is now a prospect of additional funding from WRAP for delivery of the Behavioural Change Strategy for a further two years and if successful further doorstepping would be programmed.
2.3 This decision supports Aim 2 (Stewardship of the Environment) of the Corporate Strategy by promoting behavioural change amongst residents in Hampshire to reduce contamination and double the rate of kerbside recycling and help meet Best Value Performance Indicators for recycling.
3. Other Options Considered and Rejected
3.1 The option of delivering monitoring and doorstepping activities in-house has been considered and rejected due to insufficient resources being available internally. Consultants are able to provide specialist skills and experience which will enable the monitoring and doorstepping activities to be delivered more effectively and efficiently.
