Framework Contract: Project Integra - Doorstepping Activities as part of Behavioural Change Strategy for Public Engagement on Recycling

1. Introduction

1.1 On 14 June 2005 the Executive Member for Environment: South Hampshire and Resource Management approved a framework contract to enable delivery of monitoring and doorstepping activities for the Project Integra Behavioural Change Strategy to a maximum value of £500,000.

1.2 In delivering the Behavioural Change Strategy during 2006 this spending limit has now been reached because the Waste and Resources Action Programme (WRAP), which funded the previous doorstepping programme, imposed additional monitoring requirements. There is now a prospect of additional funding from WRAP for delivery of the Behavioural Change Strategy for a further two years and, if successful, further doorstepping would be programmed.

2. Contract Description

2.1 The contract is being developed as a framework contract to enable the Behavioural Change Strategy to be developed on a longer term basis. In order to allow for this long term development, the contract will be for two years (until March 2008) with the option to extend for a further one year, subject to funding. The new contract has been subject to advertisement through OJEU and tenders reviewed through a formal evaluation process.

2.2 The overall value of the framework arrangement for 2006-08 is up to £1.5 million, although delivery will be via smaller contracts on a call-off basis. No work will proceed without external or other agreed funding being secured.

2.3 The following consultants are considered to have met the assessed criteria for quality and competency and offer best value:

    (i) Business Eco Network;

    (ii) Measurement Evaluation Learning; and

    (iii) Community Recycling Services.

3. Impact Assessments

3.1 The consultants will be obliged to follow national legislation and Hampshire County Council's policy on race and equalities.

Recommendation

That, to assist delivery of Project Integra's Behavioural Change Strategy in 2006 and 2007, a framework contract be awarded for delivery of monitoring and doorstepping work over a two year period, with the option to extend for a further year, up to a maximum value of £1.5 million, to operate on similar lines to the previous framework contract.
