Summary

1.1

This reports seeks approval to a scheme to provide floodlit tennis courts, and to carry out courtyard improvements and flood relief works at Hamble Community Sports College, Hamble, at an estimated cost of £321,500, excluding fees.

The original school dates from the 1930s and is located on land between Hamble Lane, the main road in Hamble village, and Satchell Lane where the school vehicular access is located. There is housing along Hamble Road with rear gardens backing on to the school site. There are currently 983 pupils (aged 11-16 years) on roll.

Scope of the Works

2.1

It is proposed to construct two tennis courts, a practice court and multi-jump pit alongside an existing synthetic turf pitch (STP) which will enable a shared fenceline between the two facilities and good use of an underutilised grassed area. This location also allows the floodlighting for the sports areas to be localised within the school site.

The proposed tennis courts will be accessed via a new, flat, tarmac-surfaced footpath from the school changing rooms. The courts will be fenced with galvanised 3 metre high weldmesh, and 4 metre high adjoining the Satchell Lane boundary. At present it is also proposed to replace the fence to the existing STP with galvanised 3 metre high fencing, subject to sufficient funding being available.

The proposed courts will be partly concealed from view from the school access road by a line of existing mature trees located along the verge. The courts' fenceline will be further broken up and visually enhanced by the planting of ground cover plants.

The tennis courts and changing rooms will be available for community use during out-of-school hours. The existing car parking provision is considered adequate for all purposes and therefore no changes are anticipated as a result of this scheme.

The multi-jump pit will be used for long, high and triple jump and comprises two 20 metre long run-up lanes and a sandpit landing area. This jump pit will not be floodlit or fenced.

It is also proposed to carry out flood relief works. This drainage scheme will prevent the area of ground to the south and west of the school buildings (and the adjoining residential gardens) flooding during periods of heavy or prolonged rain.

It is also proposed to carry out improvements to the existing courtyards between the buildings and works will include resurfacing to provide a visual unity and coherence to the outside spaces. Existing mature trees within the central courtyard will be retained to provide shade and shelter for children and will continue to provide an important feature within the landscape. Changes in levels are to be addressed to assist with accessibility through the site, whilst bold ovular shapes will provide visual interest and create a variety of well-defined spaces to encourage social interaction. A simple palette of materials has been chosen for cost-effectiveness and ease of construction.

Subject to the necessary approvals it is anticipated that tenders will be invited during May/June 2006, work will commence on site during July 2006 and be completed during November 2006.

Consultation with Local Member

4.1

Councillor Keith House, the local Member for this area, has been consulted on the proposals and has confirmed his full support of the scheme.

Conclusion

The proposed scheme will provide two tennis courts for school and community use, improvements to an existing courtyard area and flood relief works.

Recommendation

That the Executive Member for Education approves the report for the scheme at Hamble Community Sports College at an estimated cost of £321,500, excluding fees.
