Major Projects Status Report

How the conclusion in this report fits with the Corporate Strategy

This scheme will impact on the delivery of the following Corporate Aims

Aim 1 - maximising life opportunities - by providing new and/or improved teaching accommodation to be enjoyed by the schools.

Aim 5 - improving services - by providing good quality buildings that enable service delivery.

1. Summary

1.1 This report seeks approval to the addition of funding to major capital projects, at pre contract stage, following the approval of the design project appraisal by the Executive Members' Education and Policy and Resources.

1.2 Appendix 2 shows those capital projects for which an allocation has been made in the Education Capital Programme and where the Director of Property, Business and Regulatory Services is either, or will shortly be, progressing feasibility work for these projects.

2. Completed Schemes

2.1 Since the March 2006 meeting of the Executive Member for Education, schemes at the following schools have been completed and the new accommodation handed over to the Children's Services Department. These schemes remain financially on target:

3. Additional Works and Funding Added Post Contract

3.1 The following schemes have had further funding added to the contract for specific additional works.

3.2 Costello Technology College, Basingstoke

    A contribution of £8,674 has been made towards the cost of this scheme from the Policy and Resources NDS Condition 05/06 budget for the resurfacing of the school's main entrance and adjacent car parking spaces.

3.3 Curdridge Primary School

    A contribution of £14,992 has been made towards this scheme from the Policy and Resources NDS Condition 05/06 budget for minor internal improvements to the hall and circulation area.

3.4 Hollywater School, Bordon

    A contribution of £39,250 has been made towards the scheme from the school for additional landscaping works.

4. Additional Works and Funding added at Pre Contract Stage

4.1 Appendix 1 and 2 provides detailed information for all current capital projects at their varying stages. Included are those at pre contract stage, where additional funding has been added since the approval of the design project appraisal by the Executive Members' Education and Policy and Resources.

4.2 Additional funding has come from various sources including increased Education Capital Programme allocations and inflation and tolerance adjustments; additional school funding for specific additional requested works and Policy and Resources budgets for additional Landlord maintenance items which can easily be included within the overall scheme.

4.3 Court Moor School, Fleet

      The scheme to refurbish and extend the Youth Block was approved by the Executive Member for Education on 26 October 2005. As the tenders were returned higher than anticipated, the Youth Service have provided extra funding of £50,000 for the scheme. The work is now programmed to start at the end of May 2006 and complete during September 2006.

4.4 Oak Lodge School, Dibden Purlieu

    A scheme to provide a music room and music practice room was approved at the 19 January 2006 meeting of the Executive Member for Education. Since that time additional school funding of £60,639 has been added for a sculpture room.

5. Current Position

5 This section gives the summarised position of the major projects, which have already been approved by the Executive Members for Policy and Resources and Education. Those schemes with works on site are reported as being financially on target unless otherwise indicated elsewhere in this report.

5.1 Cove Junior School, Farnborough

    The major scheme to provide a three classroom extension, music/drama and kiln room was approved by the Executive Member for Policy and Resources on 14 April 2005. The works were programmed to be completed in May 2006 but the project is delayed due to some heating and structural problems. The work will now be completed during June 2006.

5.2 Cowplain Community School, Waterlooville

      The scheme for a floodlit Synthetic Turf Pitch (STP) and a floodlit Multi Use Games Area (MUGA) was agreed by the Executive Member for Policy and Resources on 31 January 2006. Since then, there have been some issues that have arisen with local residents whose sewers are affected by this project. These issues are being resolved with Southern Water but as a result of these delays, the programme has been extended. Tenders will now be invited in May 2006, with work programmed to start on site in October 2006 and complete in April 2007.

5.3 The Cresecent Primary School, Eastleigh

      It was reported at the last meeting that this scheme was due to be completed in April 2006 as a result of the late delivery of the glulam beams. This project for a two classroom extension and library extension that was approved by the Executive Member for Policy and Resources on 17 February 2005 will now be completed during May 2006.

5.3 Grayshott Primary School

      The scheme to provide a single storey extension and internal alterations was approved by the Executive Member for Policy and Resources on 9 June 2005. The first phase of the scheme was late and as a result, the second phase will be completed at the end of July 2006, and not May 2006 as previously reported.

5.4 Netley Marsh Infant School

      The scheme for a new classroom, extended classroom and extended hall was approved by the Executive Member for Policy and Resources on 17 February 2005. Work was programmed to complete in March 2006, and although the school has partial possession and is using the hall, the contractor has reported that due to outstanding external works, practical completion will now take place during May 2006.

5.5 Nightingale Primary School, Eastleigh

      The scheme to extend the school to provide permanent teaching accommodation and a Multi Use Games Area (MUGA) was agreed by the Executive Member for Policy and Resources on 23 July 2004. As the tenders for the MUGA came back higher than anticipated the scheme was re-tendered. The work is now programmed to start during May 2006 and complete during July 2006.

5.6 Rachel Madocks School, Waterlooville

      The scheme for an extension, internal alterations and repair at Rachel Madocks School was approved by the Executive Member for Policy and Resources on 13 July 2005. Work was programmed to complete during June 2006 but it is now anticipated to complete during July 2006.

5.7 St Lawrence Primary School, Alton

      The scheme for a new hall, kitchen, link building and internal refurbishment was approved by the Executive Member for Policy and Resources on 17 February 2005. Work was programmed to complete during April 2006 but due to delays in arrivals of steelwork and brickwork delays, the works will be completed at the end of May.

5.8 South Baddesley Primary, Lymington

      The scheme for a new classroom, staffroom, hall and car park was approved by the Executive Member for Policy and Resources on 9 December 2004. The work was carried out in two phases - phase one was completed in October 2005 and the second phase, to build the hall, was programmed to be completed in March 2006, this will now be completed during May 2006.

5.9 Wildern School, Hedge End

    The tenders for this scheme came back lower than originally anticipated. A contract is being now being formed with a value of £614,987 and it is anticipated that work will start on site at the end of May 2006.

Recommendations

1. That the additional works and funding for schemes at Costello Technology College, Basingstoke, Curdridge Primary School, Court Moor School, Fleet, Hollywater School, Bordon and Oak Lodge School, Dibden Purlieu, be approved.
