1. Summary
1.1 The purpose of this report is to provide an update of the progress made in implementing those schemes in the Children's Services Capital Programme with a value of between £43,000 and £216,000 (exclusive of fees).
2. Current Position
2.1 The attached tables summarise the current position in relation to schemes funded by the Children's Service 2005/06 and 2006/07 Capital Programme including Minor Works, Seed Challenge, William Price Trust, Schools Access Initiative (SAI), New Opportunities Fund (NOF) and Staff Workplaces budget. The tables provide details of the funding, a brief description of the works and a summary of the current position.
3. Minor Works Capital Programme 2006/07
3.1 Baycroft Special School, Fareham
An allocation of £51,724, excluding fees, has been made in the Children's Services Capital Programme 2006/07 Block Vote for Secondary specialist facilities, for works to refurbish the original school house to provide two areas as an environment for pupils to learn domestic skills. Some external groundworks will also be carried out to protect the dampproof course.
It is proposed to invited tenders during May 2006, with expected start on site during July and completion during September 2006.
3.2 Froxfield CE Infant School, Petersfield
An allocation of £4,310, excluding fees, has been made in the Children's Services 2006/07 Capital Programme contingency which, together with School devolved capital of £131,897, excluding fees, will fund the erection of a Homelodge building to be used as a multi-use space.
Tenders are due to be invited during June 2006, with an anticipated start on site date during September 2006 and completion during December 2006.
3.3 Hamble Primary School
Tenders for this scheme were returned higher than anticipated and since reporting this scheme in May 2005, the following additional funding has been added:

This scheme is currently on site and it is anticipated that completion will take place during September 2006.
3.4 Oak Meadow Primary School/Early Years Centre, Fareham
It is proposed to relocate the Nurture Unit currently located within the Early Years Centre to the Primary School building. The resulting space within the EYC will be refurbished as part of a major scheme to refurbish the EYC as a Children's Centre( see report elsewhere on the agenda).
An allocation of £50,000, excluding fees, has been made in the Children's Services Capital Programme 2006/07 Block Vote for the Management of Falling Rolls, for this scheme
Tenders will be sought during May 2006, with anticipated start on site during July 2006 and completion during August 2006.
3.5 Staunton Park Community School
An allocation of £18,000, excluding fees, has been made in the Children's Services Capital Programme 2006/07 and the School is contributing £188,450 towards the construction of 4/5 floodlit tennis courts. The number of courts will be dependent on favourable tender returns.
Tenders are due to be invited during May/June 2006, with an anticipated start on site during August 2006 and completion during November 2006.
3.6 St Luke's Primary School, Sway
An allocation of £21,000, excluding fees, has been made in the Children's Services Capital Programme (Security Budget) 06/07, £43,000, excluding fees, from the Workforce Reform Budget and £67,000 from the School's devolved capital, to construct a staff room extension plus entrance alterations.
It is anticipated that works will commence on site during July 2006, with completion during October 2006.
3.7 St Michael's Junior School, Aldershot
An allocation of £25,862 (excluding fees) has been made in the Children's Services Capital Programme 2006/07 Block Vote for Staff Facilities, together with an allocation of £17,000 (excluding fees) from the Local Management of Schools budget and a school contribution of £73,000 (excluding fees) for internal alteration and refurbishment works to form a staff workspace from the existing oversized school hall.
It is anticipated that tenders will be sought during May 2006, with start on site in July 2006 and completion during October 2006.
3.8 West Meon Primary School, Petersfield
An allocation of £146,400, excluding fees, has been made in the Children's Services Capital Programme 2006/07 and the school is contributing £40,000 for a first floor extension over the existing administration office to form additional classroom space, thereby freeing up an existing area for use as a main hall.
The scheme will be negotiated with a preferred contractor and it is anticipated that work will commence on site during August 2006. This is dependent on the planning process, the school being a Grade II Listed Building within a Conservation Area.
4. Schools Access Initiative (SAI) / Disability Discrimination Act (DDA) 2006/07
4.1 Kings School, Winchester
An allocation of £27,000, excluding fees, has been made in the Children's Services Capital Programme 2006/07 (SAI), together with a school contribution of £23,000, for refurbishment works to an existing therapy room and the creation of a foyer area.
This work will be procured through a framework contractor and it is anticipated that works will commence on site during August 2006, with completion during September 2006.
4.2 Otterbourne CE Primary School, Winchester
An allocation of £47,826, excluding fees, has been made from the Children's Services Capital Programme 06/07 (SAI) and the school is contributing £75,000, excluding fees, for internal adaptation works to improve staff facilities.
It is proposed to invite tenders during July 2006. It is anticipated that works will commence on site during September 2006 and be completed during February 2007.
4.3 Wildern Secondary School, Hedge End
An allocation of £58,522, excluding fees, has been made in the Children's Services Capital Programme 06/07 (SAI) for a scheme to install an alarm system for hearing impaired, together with modifications to existing toilets and level access works.
It is anticipated that tenders will be invited during May 2006, with start on site during July 2006 and completion during September 2006.
4.4 Wyvern Technology College, Fair Oak
It is proposed to install a hygiene room and accessible wc and to refurbish existing toilet accommodation. Funding of £39,130, excluding fees, has been made available from the Children's Services Capital Programme 2006/07 (SAI), the school is contributing £120,560, excluding fees, and a P&R Capital Repairs contribution of £10,000, has been made available for these works.
The scheme will be negotiated with a contractor during April 2006, with an anticipated start on site during June 2006 and completion during July 2006.
5. William Price Trust
5.1 Heathfield School, Fareham
The scheme to improve and extend the existing Early Years playground was originally approved in October 2005. Tenders have now been received and are higher than expected. The school is therefore contributing an additional £12,000, together with a P&R external works budget 06/07 contribution of £7,500. The original funding was for a total of £80,100, excluding fees and the funding is now £99,600, excluding fees.
6. Specialist School College Status Allocations 2006/07
6.1 Mill Chase Community Technology College, Bordon
An allocation of £87,000, excluding fees, has been made in the Children's Services Capital Programme 2006/07 (Specialist School College allocation) and a contribution of £20,000 from the school for the refurbishment of CDT accommodation.
This works will be negotiated through a framework agreement with Nolan Davis Contracting. It is anticipated that works will commence on site during July 2006 with completion during September 2006
7. NDS Modernisation 2006/07
7.1 Shipton Bellinger Primary School, Tidworth
An allocation of £30,000, excluding fees, has been made in the Children's Services Capital Programme 2006/07 and the school is contributing £43,000, excluding fees, devolved capital for works to refurbish toilets and replace the water pipe.
It is anticipated that works will commence on site during July 2006 and complete during September 2006.
7.2 Test Valley School, Stockbridge
An allocation of £43,478, excluding fees, has been made in the Children's Services Capital Programme 2006/07 and £14,500, excluding fees, from the F&E budget for works to upgrade one science laboratory as part of the NDS Modernisation programme.
It is anticipated that the works will be carried out during the summer of 2006 and a programme of work is currently being agreed with the school.

1. That the changes to the minor works programme be approved.
