Hampshire Children and Young People's Plan

1 Summary

1.1 The following decision is sought:

1.2 That the Executive Member for Children's Services approved the final draft of the Hampshire Children and Young People's Plan. The plan details how all organisations delivering services to children, young people and their parents and carers under the Hampshire children's trust approach will support all children and young people aged 0-19 in Hampshire, (and a smaller group of young people with particular needs to age 25).

2 Reason(s)

2.1 This plan is a statutory document.and although as an Excellent Authority, Hampshire is not required to produce it, all partners decided that it would be a powerful tool in the development of multi-agency working and service delivery. The County Council is the Lead Children's Services Authority for Hampshire, and therefore has led the development of this plan and it is appropriate for the Executive Member for Children's Services to approve it on behalf of all the partners to the plan.

2.2 The plan is structured in four sections:

1 Introduction, vision and background information

2 Outcomes for children and young people

3 Management of services

4 Action Plan

2.3 There is also an Executive Summary and a summary version for children and young people which are not included in these documents.

2.4 This supports aim 1 of the Corporate Strategy, Maximising life opportunities; aim 3: achieving economic prosperity; aim 4: building strong and safe communities, aim 5: improving services and aim 6; developing councillors and staff. As the single overarching strategic plan for the improvement of outcomes for children and young people in Hampshire, it covers a wide range of priorities and is built upon strong multi-agency working and commitment to joint delivery of the outcomes.

2.5 This supports all the aims of the Children Act as the central strategic plan for delivery of the 5 Every Child Matters outcomes for children and young people in Hampshire. The priority outcomes are structured around the 5 Every Child Matters outcomes.
