1. Summary
1.1 The following decision is sought:
That Hampshire County Council will have regard to the Blashford Lakes Strategic Management Plan in the determination of planning applications and other decisions within the area.
1.2 The Executive Member for Recreation and Heritage has been consulted on this report.
2. Reason
2.1 This decision supports Aims 2, 3, 4 and 5 of the Corporate Strategy:
(i) Aim 2: Stewardship of the Environment (shaping new surroundings, enhancing biodiversity, raising awareness of the impact lifestyles and businesses have on the environment);
(ii) Aim 3: Achieving Economic Prosperity (continuing to support the economy in rural areas);
(iii) Aim 4: Building Strong and Safe Communities (working together with Hampshire Communities); and
(iv) Aim 5: Improving Services (democratic arrangements designed to reflect community views and best practice).
3. Other Options Considered and Rejected
3.1 The option not to have regard to the Plan as informal planning guidance was considered. However, as a range of other stakeholders involved in the management of the Blashford Lakes area have already agreed similar action, the County Council should do likewise to facilitate continuity of services.
4. Conflicts of Interest Declared by the Decision Maker or Other Executive Member Consulted - None.
5. Dispensation granted by the Standards Committee - Not applicable.
6. Reason(s) for the Matter being dealt with if Urgent - Not applicable.
