1. Summary

1.1 The following decision is sought:

    That the Project Appraisal for a proposed highway, access and environmental improvement scheme in New Street, Lymington, at an estimated cost of £163,000, be approved.

2. Reason

2.1 The mains drainage system in New Street is in need of replacement and these works are planned to take place in July 2006. During a public consultation exhibition held in July 2005 to describe the extent of the drainage works, draft plans to improve pedestrian access in New Street were also proposed to follow on from these works.

2.2 This decision supports the following Aims of the Corporate Strategy:

      (i) Aim 2 (Stewardship of the Environment) by improving the conditions of roads and pavements; and

      (ii) Aim 4 (Building Strong and Safe Communities) by improving road safety.

3. Other Options Considered and Rejected

3.1 An alternative approach included the road closure of the New Street entrance from the High Street, however this option was rejected as service vehicles need to gain access. Other options incorporating speed humps were considered but options for a raised carriageway surface with wider footway build-outs at crossing points were selected, which focus on achieving the Corporate Strategy objectives and respond to the aspirations of the local community.
