1. Summary
1.1 The following decision is sought:
That the proposed sub-programmes for casualty reduction and countryside access be approved.
2. Reason
2.1 This decision supports:
(i) Aim 1 of the Corporate Strategy (Maximising life opportunities) by improving access to the countryside;
(ii) Aim 4 (Building Strong and Safe Communities) by reducing road casualties; and
(iii) Aim 5 (Improving services) by enhancing the countryside facilities and improving roads and the environment for road users.
3. Other Options Considered and Rejected
3.1 Other candidate sub-programmes for the casualty reduction engineering programme were rejected as they were unlikely to deliver as effective a range of measures in terms of projected casualty reductions and value for money.
3.2 For countryside access this initial programme has been selected to provide demonstrable improvements which affect large numbers of people positively across the county. Alternative larger or more remote schemes affecting fewer people have generally been rejected.
4. Conflicts of Interest Declared by the Decision Maker or Other Executive Member Consulted - None.
5. Dispensation granted by the Standards Committee - Not applicable.
6. Reason(s) for the Matter being dealt with if Urgent - Not applicable.
