COMMUNITY SAFETY STRATEGIC STEERING GROUP MEETING MINUTES

1. Attendance

2. Minutes from previous meeting
4.6 RM re-iterated that when presenting issues such as road safety, theatre companies such as Proteus and Forest Fringe can be very successful.
Minutes agreed as accurate.
3. Performance Indicators
There was a recognition that there was an increase in fire deaths. It was agreed that the fact that deaths may occur outside of the groups recognised as being most `at risk' should not initiate a change in the broad strategy, but each unfortunate event should be analysed to see if there are specific areas where more work can be done, e.g. oxygen cylinders in private dwelling.
There was consideration as to whether current success in achieving the arson reduction targets means we should now set more demanding targets.

It was recognised that this indicator is affected by the value of scrap cars.
LPI1 HFSV
A discussion occurred as to what would be the strategy once the 2010 target was achieved. The following options were discussed:
i. Scale down operations to what would be directly supported by government funding. It was recognised there was no assurance that there would be any funding
ii. Sub contract or franchise delivery of HFSV
iii. Build up a cadre of volunteers to continue with the work under HFRS management
iv. Fund a scaled down operation with sponsorship for smoke detectors
v. Do not have a policy of battery replacement

Consider having graded response times to referrals, e.g. only most at risk are guaranteed a HFSV within 28 days
4. Third Party Delivery
The discussion initially revolved around how to maintain quality - audit etc. The focus should be on customer care. Much discussion had previously taken place under item 3.
5. Domestic Sprinklers
The delegates were played the DVD produced by Kent Fire and Rescue showing the effectiveness of domestic sprinklers.
The councillors endorsed the plan to try to influence Housing Associations to fit sprinklers into their new builds. KC asked for a copy of the DVD to use to influence planners in Waterlooville.
6. Any other business
A request was made that when reports are to be circulated to CFA members, a table of abbreviations or glossary of terms is included at the back.
