AT A MEETING of the REGULATORY COMMITTEE B - SCHOOL TRANSPORT APPEAL PANEL held at The Castle, Winchester on 5 June, 2006.

1 APPOINTMENT OF CHAIRMAN
That Councillor J.V. Bryant be appointed Chairman for this meeting only.
2 DECLARATIONS OF INTEREST
Members were mindful that, where they believed they had a personal or personal prejudicial interest in any matter to be considered at the meeting, they should, normally at the time of debate, declare their interest and having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct consider whether to leave the meeting whilst the matter was discussed.
There were no declarations of interest made by members under this item.
3 SCHOOL TRANSPORT APPEAL: LASHAM TO ST. MARY'S CE PRIMARY SCHOOL, BENTWORTH
The Panel considered the report of the Director of Environment (Item 4 in the Minute Book) on the walking route between Lasham and St. Mary's CE Primary School, Bentworth.
The Panel, having previously walked the route that morning and considering the evidence they had received, including the written submission of the appellant, concluded that the route had good sight lines and grass verges available for the majority of the route. It was agreed that care had to be taken, but that the route did not constitute a dangerous one. Members agreed that the route was available provided that the child was accompanied by an adult.

RESOLVED:
That the appeal be disallowed.
