135. APOLOGIES FOR ABSENCE
Apologies for absence were received from Councillors F. Allgood JP,
J. V. Bryant and Mrs A. Buckley.
136. DECLARATIONS OF INTEREST
Members were mindful that, where they believed they had a personal or personal
prejudicial interest in any matter to be considered at the meeting, they should
normally at the time of the debate declare their interest and, having regard to the
circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's
Code of Conduct, consider whether to leave the meeting whilst the matter was
discussed.
137. MINUTES
The Minutes of the meeting held on 26 April 2006 were confirmed by the
Committee, as amended and signed by the Chairman.
138. CHAIRMAN'S COMMUNICATIONS
The Chairman reported that Mr John Priest, the previous administrator to the
Committee had retired after many years of service. The Committee thanked
Mr Priest for his dedication to the County Council and expressed its appreciation
for all his hard work and service to both Members and the Committee.
It was reported that a training session for Members of the Regulatory Committee
would be held on Wednesday 19 July 2006 following the meeting in the morning.
The Committee was advised that the Annual Members Tour would be held on
4 September 2006 looking at mineral sites in the west of the county visiting
Blue Haze, Mockbeggar and The Ridge appeal site in Romsey.
139. MINUTES OF THE REGULATORY COMMITTEE - 19 OCTOBER 2006
The Committee considered the report of the Chief Executive (Item 6 in the Minute
Book) seeking to regularise the minutes of the Regulatory Committee at its meeting
on 19 October 2005 relating to the recycling facility for processing of inert
construction and demolition material at Rookery Farm Landfill Site, Botley Road,
Swanwick and the extraction of sand and gravel, constructing a vehicle access and
environmental banks, restoration of lakes, woodland and agricultural lakes at
Downton Manor Farm, Milford-on-Sea.
RESOLVED:
That the minutes of the Regulatory Committee held on 19 October 2005 relating to
Rookery Farm Landfill Site and Downton Manor Farm as set out in the corrected
versions of minutes 45 and 46 in the report be endorsed.
140. APPEAL DECISIONS
The Committee received and noted the report of the Chief Planning Adviser (Item 7
in the Minute Book) on appeal decisions received in respect of Green Waste
Composting and Soil Recycling Facility at Blackmoor Estate, recycling of
construction and demolition waste and associated development at Ridge Quarry,
Ridge Lane, Ridge near Romsey and the development and upgrading of
Shirrell Heath Scrap Yard, Bishops Lane, Shirrell Heath.
Members noted the proposed action in respect of the restoration of Ridge Quarry
and that a report on the progress would be made to the September meeting of the
Committee.
141. APPLICATION FOR A PUBLIC FOOTPATH DIVERSION ORDER FOR
FOOTPATH NO. 5 IN THE PARISH OF BRAMSHILL
The Committee considered the report of the Director of Recreation and Heritage
(Item 8 in the Minute Book) on an application to divert Footpath No. 5 in the Parish
of Bramshill.
RESOLVED:
That the diversion of Footpath No. 5 in the Parish of Bramshill from the current
definitive alignment to a new route running from Point A (GR 474610 161912) on
the eastern verge of Ford Lane to point G (GR 476148 162778) on the western verge
of New Mill Lane as shown on the map attached to the report.
142. NEW FIRST FLOOR CLASSROOM EXTENSION AND LISTED BUILDING
AT WEST MEON PRIMARY SCHOOL, CHURCH LANE, WEST MEON,
PETERSFIELD )APPLICATION NO. 06/01128/HCS W05273/04LB)

Messrs D. Golland (neighbour), P. Willcox (parent/governor), R. Gaisford (parent)
and K. McArdle (Architect - Property, Business and Regulatory Service,
Hampshire County Council) made deputations in respect of this item.
A copy of photographs provided by Mr Golland was circulated to Members in
relation to the Committee's consideration of the item.
The Committee considered the report of the Chief Planning Adviser (Item 10 in
the Minute Book) on an application for planning permission and Listed Building and
Conservation Area Consent for the provision of a new classroom as a first floor
extension at West Meon Primary School, West Meon.
The Chairman read out a statement from the local Ward Member, Councillor
Felicity Hindson who had given her apologies for not attending the meeting due to
a prior commitment and wished to declare a personal interest as a Trustee appointed
by the County Council, of The National School with Mary Touchet's Charity,
West Meon. She set out her reasons for supporting the application based on the
accommodation at the school being inadequate for delivering the curriculum and the
need for increased accommodation to maintain its excellent performance and serve
the needs of the community.
The Chairman stated that he had received a letter of support from Councillor Kirk,
the Executive Member for Education which had not been circulated to the
Committee as the Head of Corporate and Legal Services had advised that to do so
would be contrary to Standing Order 21 of the County Council's Constitution.
In considering the application, the Committee supported and appreciated the need
for additional accommodation at the school and the interests of the community but
felt that the concerns of the adjacent neighbour had to be taken into account. They
were concerned about the height of the extension, the building materials and
apparent lack of protection from the weather. Members requested that these issues
be investigated and asked the Architect to look again at the design proposals and
report back to the next meeting of the Committee.
RESOLVED:
That consideration of the planning application in respect of a new first floor
classroom extension at West Meon Primary School, Church Lane, West Meon,
Petersfield (Application No. 06/01127/HCS) be deferred and that a report covering
the concerns expressed by the committee be submitted to the next meeting of the
Committee on 19 July 2006.
143. RECYCLING FACILITY FOR PROCESSING OF INERT CONSTRUCTION,
DEMOLITION AND EXCAVATION WASTE INCLUDING THE
IMPORTATION OF COMPOST FOR ON SITE SOIL CONDITIONING,
IMPORTATION OF SAND FOR BLENDING, ERECTION OF
ADDITIONAL SCREENING BUNDS AND REPLACEMENT OF EXISTING
OFFICE AND WELFARE ACCOMMODATION AT ROOKERY FARM
LANDFILL SITE, BOTLEY ROAD, SWANWICK

Councillor Price declared a personal interest as a Fareham Borough Councillor.
Messrs P. Osmond, T. Martin, P. Collins, S. Cole (Raymond Brown Group),
S. Bowley, (Stephen Bowley Planning Conmsultancy), R. Berry (on behalf of
Mr and Mrs Hindle) made deputations in respect of this item.
The Committee considered the report of the Chief Planning Adviser (Item 9 in the
Minute Book) on an application for a recycling facility for processing of inert
construction and demolition material at Rookery Farm Landfill Site, Botley Road,
Swanwick.
In considering the application, the Committee raised concerns about the
consequences of potential Drought Orders on the operation of the dust suppression
system and considered that a meeting of the Liaison Panel involving Members,
Officers and residents should be convened to discuss the detailed management issues
arising from the site operations. Officers agreed to report back on drought issues to
the next meeting of the Committee.
RESOLVED:
That planning permission in respect of the recycling facility for processing of inert
construction and demolition material at Rookery Farm Landfill Site, Botley Road,
Swanwick (Application No. P/06/0443/CC) be granted for the reason set out in the
report and subject to the conditions specified therein.
144. ANTON JUNIOR SCHOOL, BARLOWS LANE, ANDOVER - PROVISION
OF 6 FLOODLIGHTS FOR 5-A-SIDE FOOTBALL PITCH
(APPLICATION NO. 06/00948/HCC3N) (COUNTY COUNCIL REF. TVE028)
The Committee considered the report of the Chief Planning Adviser (item 11 in the
Minute Book) on an application for the installation of six floodlights at the existing
five-a-side football pitch, Anton Junior School, Barlows Lane, Andover.
In considering the application, the Committee considered that Condition (2) should
be amended to exclude the use of the floodlights on Public Holidays and to allow the
floodlights to be used only for supervised sessions.
RESOLVED:
That permission for the provision of six floodlights for a five-a-side football pitch at
Anton Junior School, Barlows Lane, Andover (Application No. 06/00948/HCC3N),
be granted for the reason set out in the report and subject to conditions specified
therein and the amendment to Condition (2) as detailed above.
145. THE DEVELOPMENT OF LAND WITHOUT COMPLYING WITH
CONDITION 1 OF PLANNING PERMISSION NO. 82559 AND THE
VARIATION OF THAT CONDITION TO ALLOW THE CONCRETE
BATCHING PLANT AND ASSOCIATED ACCESS AND HARDSTANDING
TO REMAIN UNTIL 31 MARCH 2007 AT RINGWOOD QUARRY,
ELLINGHAM DROVE, IBSLEY (APPLICATION NO. 87850)
The Committee considered the report of the Chief Planning Adviser (Item 12 in
the Minute Book) on an application for the retention of the concrete batching plant
and associated hardstandings at Ringwood Quarry, Ibsley for a further period until
31 March 2007.
Members felt that the noise issue should be investigated further as the Monitoring
Officer had stated that the noise from the plant was associated with lorries reversing
and loads leaving the site before 6am.
RESOLVED:
That permission for the retention of the concrete batching plant at Ringwood Quarry,
Ibsley until 31 March 2007 (Application No. 87850) be granted an eight month
extension of time for the reasons set out in the report and subject to conditions
specified therein.
