2.MINUTES
The minutes of Stakeholder Forum meeting held on 3rd October 2005 were agreed.
3.MINUTES OF JOINT MANAGEMENT COMMITTEE
The minutes of the joint Management Committee held on 21st November 2005 were noted.
4.PARK MANAGERS UPDATES
The forum considered and noted the report of the Park Manager (item 4) updating on developments at the Park since October 2005.
Cllr Byrom asked if all the conferencing enquiries were taken up, Mr Paterson replied that although business establishment was slow the majority of enquiries are being converted to bookings. This is thought, in part, to be due to the overall attraction of the whole Park as opposed to many venues which may only offer rooms. Conference and meetings venue were now being advertised on three websites including Conference Hampshire.
Mr Hart suggested that we should be more forthcoming in promotion of joint working initiatives such as the sculpture project which involved Hampshire County Council and Making Space (Leigh Park Craft Initiative).
RESOLVED
That the report be noted.
5.EDUCATION AT STAUNTON
The forum considered and noted the report of the Park Manager (Item 5) updating on developments in education at the Park .
Cllr E Byrom asked the park manger if Clanfield and Horndean schools could be involved in the membership scheme. This was agreed.
Cllr E Byrom also asked when was the water festival taking place, Mr I Limb replied the week of 13-20 August 2006.
Mr Terry Hart added to the report outlining the work of Havant Day Services and the benefits to sharing facilities with Sparsholt College. In addition the proposals reflect the Governments White Paper and modernising day services to integrate with the community. He added that although portable classrooms didn't necessarily meet the current preference of Hampshire County Council that leasing them provided a short term and sustainable solution to the problem. Establishment of a working partnership on site will significantly improve the viability of external funding.
RESOLVED
(a) That the Stakeholder Forum note the content of this report.
(b) That the Stakeholder Forum support the principal of establishing the Nursery Site partnership.
(c) That the Stakeholder Forum support the proposal to further investigate the leasing options for portable classroom accommodation.

7.ANY OTHER BUSINESS
Q. Cllr Mrs A Buckley asked Mr Tomson about the anti social behaviour problems relating to the path at the back of Bondfields Crescent, Great Copse
A. Mr Tomson replied that the problem was teenagers meeting at a bench at the back of residents gardens and causing a nuisance. The current suggestions are to either move the footpath, bench, bond the surface of the path, or place a secondary fence to the rear of the properties. Community Safety Officers have been involved and provided residents with log books to record incidents. Mr Hart mentioned that he had become involved and initial enquiries suggested that Portsmouth Housing Association would support installation of a secondary fence and would be willing to give some financial backing towards having the fence erected. Mr Thomson said it would be unlikely that the path would be moved and it was also noted that the Great Copse Conservation Volunteers were unhappy about the possibility of the bench being moved. Mr Thomson was working with Havant Borough Council to arrange for a public consultation exercise to be undertaken with local residents.
Q. Cllr Mrs E Byrom asked if just the properties involved could be fenced off?
A. Mr Tomson said this could be possible but then it may just move the problem further down the path and not really solve it.
Q. Cllr Mrs E Byrom asked Mr Paterson about the reduced membership and where it applied?
A. Mr Paterson replied by confirming the reduced rate was in place for residents of Havant Borough Council, Rowland's Castle And East Hampshire District Council. In addition the reduced rate was being offered to visitors who took out membership having already paid to enter the Park, and that a promotional advert was being placed in the Portsmouth News next week.
Q. Cllr Gale asked Mr Limb for clarification of the time-scales for the construction of the reservoir.
.A Mr Limb confirmed that the reservoir would be developed in the long term.
