1 Summary

1.1 The following decision is sought:

That authority be given to make a temporary closure order in respect of Worldham Footpath 27 and Selborne Footpath 64b and submit the same to the Secretary of State for approval; to take effect from 10 July and on the understanding:

    (a) that the period of closure is kept to a minimum

    (b) that this decision does not set a precedent and, should the event take

place again, the applicants contact the County Council in sufficient time for alternative arrangements to be considered.

2 Reason

To respond to an application in that regard made on behalf of the Ahmadiyya Muslim Association UK. The basis for the application and the reasons behind the recommendation are set out in the report annexed.

3 Other Options Considered and Rejected

Refusing the application. It is considered that this would be contrary to our usual practice without adequate grounds for so doing. The period of the closure is, however, of concern. Officers will endeavour to keep this to a minimum, the exact period to be decided after consultation and once more information about the event is obtained.

4 Conflicts of Interest declared by the decision maker or other Executive Member consulted

None

5 Dispensation granted by the Standards Committee

None.

6 Reasons for the matter being dealt with if urgent

Temporary closure applications should be advertised and those in excess of three days need to be submitted to the Secretary of State for approval. The lateness of the application has made time of the essence.
