The sum of £10,000 for the Hampshire Strategic Partnership as a contribution to support the initiation of and from time to time the successful progression of market town and parish plan processes Local community planning process, including the development of parish, village and market town plans through such processes as health checks and appraisals provide an important bottom up approach to identifying local priorities and the prioritising of future actions to meet identified needs. There is a need to link these processes to LSP plans and District Community Strategies to ensure that those higher level processes reflect local needs. For market town and parish plans and other very locally focused community planning processes, it is often the case that a lack of quite small amounts of funding is a barrier to initiating the process or to moving it on. These processes provide an important opportunity to add value to the development, review and implementation of community strategies. Even more fundamental is the opportunity for the community to take ownership and participate in shaping their own future. The change in eligibility rules and reshaping of the Big Lottery Fund's distribution has given a new impetus, particularly to parish planning. Town and Parish Councils are now eligible to bid for much of the lottery funding available meaning it much more likely that priority needs identified in plans can be funded in the short to medium term. This funding can therefore be seen as 'seedcorn' to unlock future grant funding to improve county wide community infrastructure. It is proposed that this funding should be allocated on the basis that the process of plan development is linked with local community strategies and that LSPs are provided with information from the agencies which help facilitate those processes. It is also proposed that support provided from the Community Strategy budget will not be made where this will result in disinvestment by agencies which currently support such start up costs and the funding will be reviewed on a regular basis. There is an agreed process in place for dealing with applications for support under this initiative between Community Action Hampshire, Hampshire Market Towns Partnership and Hampshire Association of Parish and Town Councils. | |
