1. Summary

1.1 This report sets out the current status of Harbour Authority tasks and actions set in the 2005/06 Service Delivery Plan.

2. Corporate Strategy

2.1 This report supports Aims 1 to 5 of the Corporate Strategy (Maximising Life Opportunities, Stewardship of the Environment, Achieving Economic Prosperity, Building Strong and Safe Communities and Improving Services) by reporting on the delivery of services by the River Hamble Harbour Authority during the financial year 2005/06.

3. Status of 2005/06 Tasks and Actions Work Programme

3.1 The River Hamble Harbour Authority had planned 24 specific tasks for 2005/06, as in the attached appendix. Of these, 7 (marked as * in the appendix) have been completed to 100% for the year; a further 10 (marked as ** in the appendix) have been carried out to 100% but are categorised as ongoing for 2006/07. Comments on the remaining 7 are as follows:

      (i) Visitor Strategy - approved by the Harbour Board and implementation is proceeding well, so status satisfactory. However, negotiations with the Crown Estate were incomplete at 31 March 2006, so the task is shown as ongoing with 90% complete. Some minor elements may not finally fall into place until about October 2006.

      (ii) Supervision Charges - recommendations approved by Harbour Board, for implementation with effect from 1 January 2007, but decision was called in by the Management Committee and is currently the subject of closer examination by a working group. Status is satisfactory (the Harbour Board decision currently still stands) but ongoing and only 90% complete at 31 March. The working group is expected to report in July 2006.

      (iii) Boat Capacity - report presented to Management Committee and Harbour Board, but referred to a working group for further consideration. Working group report expected in September 2006. Status is satisfactory, but work is ongoing and only 60% complete at this stage.

      (iv) Bye-laws - the process required to achieve changes to the bye-laws have been researched, but the Department for Transport is currently considering removing the requirement for Ministerial Approval and has indicated that requests for new bye-laws will not be considered until a decision is made. Status is satisfactory but ongoing, with only about 40% of the task achieved to date.

      (v) Equalities Impact Assessments (EIAs) - All services were assessed and agreed as medium priority. Draft EIAs had not been written at 31 March but have now been completed and submitted for comment. They must be completed and approved by September 2006. Currently pending and about 70% complete.

      (vi) Information for River Users - this is a long-term project, currently about 75% complete, but with a considerable amount of further work required in 2006/07 to update information boards and the River Hamble website.

      (vii) Training for Harbour Board Members - initial training complete, but continuation training is still required and ongoing. A half-day training event has been proposed for autumn 2006. Status is satisfactory, but only about 75% complete.

4. Achievement of Key Performance Indicators (from Appendix 3 of Department Service Plan)

4.1 There was one official complaint recorded during the year and it was dealt with inside the required timescale.

5. Key Environment Department Service Plan 2005/06 Achievements (from Appendix 4 of Department Service Plan)

5.1 The River Hamble contributed to the successful ISO9001:2001 accreditation of the Environment Department.

5.2 The River Hamble has contributed to the Risk Management system.

5.3 The River Hamble has provided considerable input to the Pay and Benefits Review work.

5.4 The Marine Director has completed Leading Success.

5.5 The Harbour Master has completed Construction (Design and Management) Regulations training.

6. Other Exceptional Achievements and Service Outcomes

6.1 The year has seen a major change to the governance of the River Hamble, with the establishment and appointment of the Harbour Board. Despite a few teething problems, the new governance arrangements are now operating very well.

7.1 This report is for information purposes only and an impact assessment has not been carried out.

APPENDIX

The following strategic projects and key tasks for 2005/6 were identified:

    · **Ensure continuing compliance with the Port Marine Safety Code.

    · *Implement the proposed new Harbour Authority management structure and implement the consents process within the structure.

    · *Assign the lease of the former Solent School of Yachting site and negotiate arrangements with the tenant.

    · *Monitor and control of the 2005/06 budget and plan the 2006/07 budget.

    · Scope, research and prepare a Visitor Strategy for the River.

    · *Scope and research options for ensuring that appropriate Harbour Dues are collected from all waterborne river users.

    · Consult on and examine alternatives to the current Supervision Charge.

    · **Continue statutory and voluntary tasks for the stewardship and management of the environment.

    · **Seek to enhance the Harbour Authority's role and influence in the economic and tourist development of the River.

    · *Manage and maintain the Harbour Authority's existing estate, assets and facilities.

    · Consult on and agree a methodology for establishing the future boat capacity of the River.

    · **Assist Hampshire County Council and other local authorities to develop plans for car and trailer parking adjacent to the River.

    · Research and propose amendments to the existing Bye-Laws.

    · Produce an Equalities Impact Assessment for all services.

    · Improve the quality and quantity of information available to river users and other members of the public about the activities of the Harbour Authority (by means of press releases, input to the River Hamble Directory and greater use of the website and the Notices to River Users distribution list).

    · *Adhere to Hampshire County Council policies for the implementation of e-government, to include regular updating of the Harbour Authority website.

    · *Ensure compliance with ISO 9001:2000 (BSI audit May 2005, internal audit December 2005).

    · **Encourage further development of the Estuary Management Plan Implementation Forum.

    · **Process applications for Harbour Authority consent within the stipulated timescale.

    · Assist in the provision of training for Harbour Board Members.

And, on behalf of the Crown Estate:

    · **Collect Mooring Licence fees.

    · **Manage the moorings waiting list and allocation of moorings.

    · **Manage mooring holders affected by mooring maintenance work.

    · **Manage visitors and collect visitor fees.
