      How the conclusion in this report fits with the Corporate Strategy

      This scheme will impact on the delivery of all Corporate Aims, focusing most immediately on:

      Aim 1 - maximising life opportunities
      : the proposal to provide additional permanent teaching accommodation will have an immediate benefit for the school and local community.

      Aim 5 - improving services: all users of the proposed new facilities will benefit from these proposals.

    Summary

    1.1

    Greatham Primary School is located at Petersfield Road, Greatham, near Liss. The school is of traditional Victorian construction with various extensions which were added during the 1990s, the most recent addition being a special needs room which was completed in 2001. There are currently 208 pupils (aged 4-11 years) on roll.

    1 .2

    It is now proposed to extend the existing school building to provide additional permanent teaching accommodation, which on completion will facilitate the removal from site of a temporary building. The total estimated cost of the scheme is £695,000, excluding fees.

    1.3

    The Director of Property, Business and Regulatory Services has progressed the design of the proposed additional accommodation and the purpose of this report is to outline the design proposals and seek approval to the attached design project appraisal.

    Scope of the Works

    2.1

    The school currently use a temporary classroom, which is in poor condition, for teaching purposes. As part of the County Council's NDS Modernisation programme, an extension will be constructed to the rear of the existing school to provide two general teaching classrooms, an Arts classroom and a multipurpose room for IT and community use, all with associated storage, plant and circulation areas. Each new room will have an external area for study or play, allowing for a variety of activities to take place. Soft landscaping will be introduced to blend the proposed and existing building into the site.

    2.2

    The extension has been designed to complement the existing school in both appearance and character and will bring the school facilities up to the recommended accommodation provision for a primary school, whilst facilitating the removal from site of the temporary classroom.

    2.3

    The development will provide community facilities within the school, allowing for extended hours of use by a variety of different age groups.

    Funding and Timing

    * It is anticipated that the shortfall of £9,000 between the cost of the scheme and the funding available will be addressed following receipt of tenders by identifying appropriate savings on the scheme.

    3.2

    Subject to the necessary approvals it is anticipated that tenders will be invited during September 2006, work will commence on site during November 2006 and be completed during August 2007.

    Consultation with Local Member

    4.1

    Councillor Michael Cartwright, the local Member for this area, has been consulted on this design project appraisal and is fully supportive of the scheme.

    Conclusion

    The proposed scheme will ensure that the accommodation meets the recommended provision for a primary school, whilst facilitating the removal from site of an existing temporary building which is no longer economically viable.

    Recommendation

    That the Buildings, Land and Procurement Panel advises the Executive Member for Policy and Resources that the design project appraisal for the proposed scheme at Greatham Primary School, at an estimated cost of £695,000, excluding fees, is approved.

Value of land already acquired for this project

      The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.

      * The overall level of the revenue budget for funding schools will (from April 2006) be prescribed by central government, and capital projects have no bearing on the level of this budget. Therefore, this proposed project will have no bearing on the overall level of the Children's Services budget, extra costs and savings being met from the same overall schools' funding level.

      Energy costs

      The estimated annual energy consumption for the new accommodation will meet that required by current Building Regulations. It is anticipated that the increase in fuel cost for the school will be in the order of £1,313 per year (£5.10 for each m² of new accommodation). The additional CO² consumption will be 10.5 tonnes per year.

      2 Details of site and existing infrastructure

        Location/adjoining land and buildings

        The school is located within the village of Greatham, bounded by Petersfield Road to the northeast with housing beyond. The school playing fields are located to the southeast of the site, with open land beyond. There are no dwellings in close proximity to the school site.

        Area including comparison with local/national standards

        The total site area is 3.36 acres (1.36 hectares). The DfES guideline for a school of this size is 2.38 acres (9.06 hectares).

        Access

        The main vehicular and pedestrian access to the site is from Petersfield Road. The contractor will use this access, with a compound situated on part of the overspill section of the existing car park. Once within the school boundaries, pupils and staff will be clearly separated from construction traffic and activities. Deliveries and movement of plant will be restricted during the school day to ensure the safety of all those involved.

        Existing buildings and temporary buildings

        The existing temporary building which is used as a teaching space has come to the end of its useful life and it will be removed from site on completion of the new extension. The area will be reinstated with grass to become part of the existing playing fields.

        Results of trial boreholes

        An existing ground investigation for an adjacent extension revealed highly shrinkable soil above fine to coarse sand, which would be suitable to found on at approximately 1.8m below existing ground level. A new soils report has been commissioned for percolation testing with a view to adopting a soakaway solution for the surface water drainage and trial pits to the other end of the building. This is expected to show the granular founding stratum to reduce in depth to the southwest of the site, thereby also reducing the depth of foundations.

        Mains services position

        It is anticipated that the existing mains electric cable will be increased as part of the scheme. Other mains services are considered to be sufficient.

      3 Scope of the Project

        Type of project, layout and facilities provided

        The proposed extension will provide the following new accommodation:

        · two teaching spaces

        · multi-purpose space

        · music/drama space

        · associated storage areas

        Places provided

        No additional places will be provided as a result of this project as the new extension will replace temporary accommodation.

      4 The Proposed Building

        Type of construction, finish and appearance

        The structure will consist of strip and pad foundations, suspended slab with a steel frame supporting exposed glulam trusses and cavity wall construction consisting of facing brick and internal block walls.


      The proposed extension has been designed to complement the existing Victorian school buildings, with similar ridge height, pitch line and clay roof tiles.

      External glazed screens and doors will be thermally broken aluminium sections.

        Accessible facilities

        The extension has been designed with level thresholds throughout.

        Heating and ventilation systems

        Underfloor heating will be provided in the proposed new classroom. The extension will be naturally ventilated, with small extract fans provided in toilet areas.

        Fire risk assessment

        In consultation with the Hampshire Fire and Rescue Service, a fire risk assessment concludes that this is a low fire risk category building. Therefore a sprinkler system will not be installed.

        Health and safety

        A designer's risk assessment and a design health and safety plan, in accordance with Regulation 15 of the Construction Design and Management Regulations 1994, have been undertaken for the proposed scheme

      5 External Works

        Car parking

        No changes to the existing arrangements.

        Landscape proposals

        The proposed landscape scheme will connect the new building to the existing playground with a new footpath link and areas of paving adjacent to the classroom doors. Tree and shrub planting will complement this paving, and new grass will reinstate the ground around the building to new grounds levels.

        An extension to the existing netball court will allow it to be repositioned away from the new building.

        Situation on site and environmental impact

        The proposed extension has been designed to have minimal environmental impact and will be sited to the rear of the existing school buildings in an area which is screened by mature trees.

        There is a badger sett located under the temporary classroom. This legally restricts the activities that can be carried out within or around the classroom (within set parameters), including excavation. Ecologists advise that the badger should move on during June/early July 2006, due to the temporary nature of this type of sett. Due to the potential delay and increased cost resulting from obtaining a licence in order to remove the sett, this is the initial course of action to be pursued. If however the sett is still in place by the end of June/beginning of July, a qualified ecologist will be employed to apply for a licence and to carry out the exclusion of the badger. Should this process be necessary this will run concurrently with pre-construction activities for the project. The normal period for obtaining and instigating such an order is expected to be four months.

        It is anticipated that the excavation of the trial pits to confirm soil and drainage conditions at the site could be carried out under a general disturbance licence, supervised by an ecologist. Confirmation of this course of action is awaited.

      6 Planning

        A detailed planning application was submitted during May 2006

      7 Building management

        Existing arrangements will apply to cleaning, catering, local management and maintenance arrangements.

      8 Furniture and equipment

        Any requirements will be funded using either the school's devolved formula capital or from the Block Vote in the Children's Services Capital Programme 2006/07.
