Proportionality and Appointments

1. Children and Young People Policy Review Committee (PRC)

1.1 This report has attached as Appendix 1, an updated version of the proportionality table approved by the Council in May 2006 to take effect from 1 October 2006. It shows a minor variation in the size of the Children and Young People PRC - an increase in size of two seats from 16 (11:4:1) to 18 (12:5:1). There is no impact on proportionality overall and the Council is recommended to approve the table in Appendix 1 with effect from 1 October 2006.

2. Children's Services PRC - Appointment of Vice Chairman

2.1 It is recommended that Councillor Mrs McNair Scott be appointed to fill this vacancy.

3. Standards Committee

3.1 The Standards Committee is not a committee to which proportionality rules apply and accordingly the Council's approval is required to membership changes. The following membership changes are proposed with effect from 1 October 2006:

Delete: Cllrs Kimber (Vice Chairman) and Mrs Byrom;

Add: Cllrs JK West and Woodward; Cllr Rice to become Vice Chairman.

4. Hampshire Action Teams - Chairmanship and Vice Chairmanships

4.1 It is proposed that Cllr Ellis take over chairmanship of the Fareham and Gosport HAT as Councillor Hockley is at present unable to undertake this role, and that Councillors Allgood and Gale be appointed Vice Chairmen of the Winchester, East Hampshire and Havant HAT.

RECOMMENDATIONS:

a) That the proportionality table set out in Appendix 1 be approved with effect from 1 October 2006.

b) That Councillor Mrs A.M. McNair Scott be appointed vice chairman of the Children's Services PRC with immediate effect;

c) That Councillor AW Rice be appointed Vice Chairman of the Standards Committee and that Councillors JK West and SDT Woodward be appointed members of the Standards Committee in place of Councillors Mrs EM Byrom and RJ Kimber, all with effect from 1 October 2006.

d) That Councillor Dr R.J. Ellis be appointed Chairman of the Fareham and Gosport HAT and Councillors F.G. Allgood and E.F. Gale be appointed Vice Chairmen of the Winchester, East Hampshire and Havant HAT
