EXECUTIVE LEAD MEMBER FOR CHILDREN'S SERVICES
AND EXECUTIVE MEMBER WITH SPECIAL
RESPONSIBILITY FOR EDUCATION
PART II
HAMPSHIRE CHILDREN AND YOUNG PEOPLE'S PLAN
1. The Executive Lead Member has approved the final draft of the Hampshire Children and Young People's Plan. This is an important document which details how all organisations both statutory and voluntary, who are delivering services to children, young people and their parents and carers, will support all children and young people aged 0-19 years of age in Hampshire. An Executive Summary and a summary version for children and young people is also to be available. The Executive Lead Member has paid tribute to all those involved in the preparation of the plan and in particular to those officers on the Multi -Agency Steering Group.
2. Whilst the Plan is a statutory document, as an `excellent' authority, Hampshire is not required to produce one. However, all parties involved have decided that it would be a powerful tool in the development of multi-agency working and service delivery. The Plan has been structured to include sections on introduction, vision and background; outcomes for children and young people, management of services and an action plan. It also incorporates a statement of beliefs and guiding principles which all parties are expected to adopt in delivering and developing their services. Over 100 contributions were received during the consultation period which ended at the end of March 2006. Importantly, the Plan has also involved the active participation of young people. There are a number of priority outcomes and these are grouped within the 5 outcomes of "Every Child Matters". They are set out for information in the Appendix to this report, together with 2 further generic priorities.
3. The draft Plan has previously been considered by the Hampshire Children's and Young People's Partnership Standing Conference, the Children and Young People's Management Board and by Hampshire County Council's Corporate Management Team. It has subsequently been included with the Annual Performance Assessment (APA) statement and provided to the inspection team as part of the APA process. Any response from them will be included within the formal response to the APA which is expected by September 2006. A copy of the final draft of the Children and Young People's Plan is available in the Members' Rooms.
4. The Plan supports Children and Young People in Hampshire and is, therefore, consistent with Aims 1, 4 and 5 of the Corporate Strategy.

18 priority outcomes are grouped within the 5 key objectives as summarised in the following chart, and it also shows the two generic priorities:-
