This reports seeks approval to a scheme to provide replacement resourced provision for pupils with a hearing impairment, comprising of a teaching room, testing rooms and associated support rooms at Cove School, Farnborough. It is also proposed to relocate the library to provide an ICT suite for pupil and community use and to provide a corridor to link the school buildings located on either side of the courtyard. The total estimated cost of the works is £672,000, excluding fees. | |

The school is located within a residential area of Cove, off Broomhill Road. There are currently 985 pupils (aged 11-16 years) on roll. The original school dates from the 1930s and the campus now consists of a mix of traditional and system built buildings which have been added over the years. | |

The Director of Property, Business and Regulatory Services has progressed the design of the proposed additional accommodation and the purpose of this report is to outline the design proposals and seek approval to the attached design project appraisal. | |

Scope of the Works | |
2.1 |
The resourced provision will include teaching rooms, testing rooms and associated support rooms. It will occupy the length of the courtyard and will be 6m deep overall. The rooms within the resourced provision will have direct views into the quiet and secluded courtyard. | |

It is proposed to locate the library at the end of the courtyard. This will be fronted by a link corridor through the courtyard, thus improving the existing circulation through the area. | |

The existing library will be converted into an ICT suite, with easy access to the front of the school for community access. | |

Landlord funded work connected with this scheme
A contribution of £9,000, excluding fees, has been made from the Policy and Resources Maintenance Budget towards improvements to the electrical services.
Value of land already acquired for this project
The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.

* The overall level of the revenue budget for funding schools will (from April 2006) be prescribed by central government, and capital projects have no bearing on the level of this budget. Therefore, this proposed project will have no bearing on the overall level of the Children's Services budget, extra costs and savings being met from the same overall schools' funding level.
Energy costs
The estimated annual energy consumption for the new accommodation will meet that required by current Building Regulations. It is anticipated that the increase in fuel cost for the school will be in the order of £2,008 per year (£5.40 for each m² of new accommodation). The additional CO² consumption will be 15.6 tonnes per year.
2 Details of site and existing infrastructure
Location/adjoining land and buildings
Cove School is located in a residential area of Cove and is bounded by housing.
Netball courts/playing fields are located to the north of the site, with housing beyond.
Area including comparison with local/national standards
The total site area is 15.14 acres (6.12 hectares). The DfES guideline for a school of this size is between 17.14 and 18.63 acres (6.94 to 7.54 hectares).
Access
The main vehicular and pedestrian accesses to the school are from St John's Road, to the south of the site. The Contractor's access will also be from St John's Road. Once within the school boundaries, pupils and staff will be clearly separated from construction traffic and activities. Deliveries and movement of plant will be restricted during the school day to ensure the safety of all those involved.
Existing buildings and temporary buildings
The school campus is mainly of traditional build, dating from the 1930s, with some Scola system blocks. There are currently two temporary buildings on site. No further temporary buildings are required as part of the proposed scheme.
Results of trial boreholes
Trial boreholes were carried out prior to the construction of a science block infill, in close proximity to the proposed building, completed in 1997. These trial pits showed the soil and subsoil to be medium dense clayey fine sand. The current foundation design has been based on these results.
Mains services position
The existing mains services are considered to be of sufficient capacity to be extended and adapted as required to serve the proposed additional accommodation. The main distribution board for the courtyard building will be upgraded as part of the works.
3 Scope of the Project
Type of project, layout and facilities provided
The proposed scheme provides resourced provision for pupils with a hearing impairment, new library facility and new ICT suite within the refurbished original library building.

The school will continue to provide 1,000 spaces with 10 places in the resourced provision.
4 The Proposed Building
Type of construction, finish and appearance
The new build will be of steel-frame construction with facing brickwork, aluminium glazing and monopitch standing seam metal roof. Internal construction will be primarily of plastered block walls with some acoustic plasterboard partitions. The resourced provision area will be treated to achieve optimum acoustic performance.
Accessible facilities
The scheme has been designed with level thresholds throughout.
Heating and ventilation systems
The new-build areas will be heated by hot water radiators connected to the existing heating system. The library formed within the relocated space will be heated by radiators and mechanically ventilated.
The IT spaces on the ground and first floors will be provided with split heat pumps to provide cooling and heating. Natural ventilation will be provided.
Fire risk assessment
In consultation with the Hampshire Fire and Rescue Service, a fire risk assessment concludes that this is a low fire risk category building. Therefore a sprinkler system will not be installed.
Health and safety
A designer's risk assessment and a design health and safety plan, in accordance with Regulation 15 of the Construction Design and Management Regulations 1994, have been undertaken for the proposed scheme
5 External Works
Car parking
No changes will be made to the existing car parking arrangements.
Landscape proposals
The proposed scheme seeks to improve and enhance the existing courtyard area. Some existing trees within the courtyard will be removed to allow for the development.
Situation on site and environmental impact
The proposed extension has been designed to minimise impact on the environment and where possible to use sustainable materials in construction. Building materials have been chosen to complement the existing building in addition to their longevity and maintenance-free characteristics.
6 Planning
A detailed planning application was submitted during April 2006.
7 Building management
Existing arrangements will apply to cleaning, catering, local management and maintenance arrangements.
