Summary |
1.1 |
The proposed Education Centre is a replacement for the Woodlands Education Centre in Waterlooville, which was destroyed by fire in 2002 and is currently accommodated in temporary buildings. The Centre will provide teaching accommodation for 48 secondary age children, who have either been excluded from school or are too emotionally vulnerable for mainstream education. In addition there is accommodation for Outreach professionals who will work with children from the local area. This project is intended to be a state-of-the-art facility for children with special needs and provides a high-quality resource base from which significant enhanced provision can be delivered. The estimated total cost of the scheme is £4,963,074, excluding fees. |

It is proposed that some of the facilities will be available for use by the local community out of school hours, these include the hall and changing facilities, together with the playing field and hard surface play court. |

Scope of the Works | |
2.1 |
The proposed new Centre is a single-storey structure clad in brickwork and timber. A mixture of roof pitches define the different activity spaces. These are clad in standing seam metal and a high-performance membrane. The building form defines two landscape areas for quiet/ teaching, and one with playing fields and hard-surface playcourts. | |

The building will provide ten classrooms, centre manager's office, teaching team leader's office, Outreach office, reception/foyer/office, dining area, main hall, kitchen, library/resources area, wc's and shower, to include accessible facilities, associated storage areas and minibus garage for one vehicle. | |

Funding and Timing | |
3.1 |
An allocation of £4,963,074, excluding fees, has been made in the Education Capital Programme 2006/07. This sum includes an allowance of £150,000 for furniture, fittings and equipment. The funding is principally from capital receipts generated from the sale of surplus land in the Havant area. This project is linked to the Sundridge BESD (behavioural, emotional and social difficulties) School, Havant, which was approved by Members earlier in the year and is due to commence on site in the summer of 2006. | |

Subject to the necessary approvals it is anticipated that a price will be obtained from the Framework Contractor, Balfour Beatty, during September/October 2006, work will commence on site during January 2007 and be completed during January 2008. | |

Consultation with Local Member | |
4.1 |
Councillors Ann Buckley and Anne Edwards, the local Members for this area, have been consulted on the proposals outlined in the design project appraisal. Councillor Edwards has confirmed she is supportive of the scheme. Councillor Buckley has commented: "I fully support the Woodlands scheme from an education point of view and as the scheme is coming to the Regulatory Committee, I will comment on the planning aspects at that meeting". | |

Value of land already acquired for this project
This site forms part of the former Park House Primary School site. The remainder of the former school site is to be sold for residential development with the capital receipt forming part of the funding package for Children's Services' developments in the locality.

* The overall level of the revenue budget for funding schools will (from April 2006) be prescribed by central government, and capital projects have no bearing on the level of this budget. Therefore, this proposed project will have no bearing on the overall level of the Children's Services budget, extra costs and savings being met from the same overall schools' funding level.
Energy costs
The estimated annual energy consumption for the new accommodation will meet that required by current Building Regulations. It is anticipated that the fuel cost for the school will be in the order of £8,893 per year or £5.30 per m² of accommodation. The CO² consumption will be 73.4 tonnes per year.
2 Details of site and existing infrastructure
Location/adjoining land and buildings
The site is located off Park House Farm Way, Havant, on land occupied by the former Park House Primary School.
The site is adjoined by residential development on the eastern and southern boundaries. To the north is the Hermitage Stream and to the west open land known as the Havant Gap. An outline planning application has been submitted for housing on the northern section of the site. The Education Centre is located at the southern end.
Area including comparison with local/national standards
The total site area is 3.6 acres (1.4 hectares).
Access
A new vehicular and pedestrian access is proposed from Park House Farm Way. The existing access from Sparsholt Close is to be closed.
Existing buildings and temporary buildings
This is an open site with no existing buildings. The former Park House Primary School was demolished to slab level in 2003. There are no temporary buildings on this site and none are required for the proposed scheme.
Results of trial boreholes
The site typically comprises approximately 0.3m of topsoil over London Clay Formation.
Mass concrete strip foundations will be at least 1m below ground level, bearing onto the London Clay Formation. Existing and proposed trees may locally affect the depth of foundations.
The ground floor will be of raised pre-cast beam and block construction.
Mains services position
The existing mains services are considered to be of sufficient capacity to be extended and adapted as required to serve the proposed additional accommodation.
3 Scope of the Project
Type of project, layout and facilities provided
The proposed Education Centre is a replacement for Woodlands Education Centre in Waterlooville, which was destroyed by fire in 2002.
The centre will provide teaching accommodation for 48 secondary age children, categorised into two groups:
· those excluded from mainstream education
· those considered too emotionally vulnerable for mainstream education.
In addition, the Centre provides facilities for Outreach workers.

The Centre will provide places for up to 48 pupils.
4 The Proposed Building
Type of construction, finish and appearance
The single-storey building will be constructed using a steel frame with a raised beam and block floor and masonry walls. The roofs will be clad in a mixture of standing seam metal and high-performance coverings. Externally it will be clad in buff coloured brickwork with some high-level timber cladding.
Accessible facilities
The building has been designed with level access throughout. There is an accessible wc and an accessible shower/wc. Two accessible parking spaces are located adjacent to the main entrance.
Heating and ventilation systems
Heating will be supplied by gas-fired condensing boilers to serve underfloor heating and tempered supply air ventilation systems.
The shower/changing rooms and kitchen will be mechanically ventilated with extract and tempered fresh-air make-up. Individual toilets will include mechanical extract with a heat-recovery system to transfer the heat from the warm extracted air to the fresh make-up air.
Fire risk assessment
In consultation with the Hampshire Fire and Rescue Service, a fire risk assessment concludes that this is a medium-high fire risk category building and a sprinkler system will therefore be installed.
Health and safety
A designer's risk assessment and a design health and safety plan, in accordance with Regulation 15 of the Construction Design and Management Regulations 1994, have been undertaken for the proposed scheme
5 External Works
Car parking
It is proposed to locate the car park to the southwest of the new Centre, providing 18 car parking spaces and two accessible spaces.
Landscape proposals
A grass pitch for ball games and a fenced hard court are proposed to the grounds of the school. These will be used at break times, as well as for PE teaching and community use. A small number of benches will be provided externally to be used as `calming' spaces for pupils. Boundary native planting will add enclosure to some boundaries, while leaving wide views into the site from the surrounding housing.
Situation on site and environmental impact
The Centre respects the existing building line along Park House Farm Way and is consistent with the scale of the local housing. Existing mature trees to the west and south of the site will be unaffected and the mature hedge along Park House Farm Way will be maintained for the majority of its length.
6 Planning
A planning application was submitted to the Environment Department in October 2003. The scheme was amended in the autumn of 2005 in response to a revised brief. Amendments to the application were submitted at the end of March 2006. Planning permission is expected to be granted in Summer 2006.
7 Building management
Existing arrangements will apply to cleaning, catering, local management and maintenance arrangements.
8 Furniture and equipment
An allocation for furniture and equipment has been made within the contract sum.
