Major Projects Status Report

How the conclusion in this report fits with the Corporate Strategy

This scheme will impact on the delivery of the following Corporate Aims

Aim 1 - maximising life opportunities - by providing new and/or improved teaching accommodation to be enjoyed by the schools.

Aim 5 - improving services - by providing good quality buildings that enable service delivery.

1. Summary

1.1 This report seeks approval to the addition of funding to major capital projects, at pre contract stage, following the approval of the design project appraisal by the Executive Members' Education and Policy and Resources.

1.2 Appendix 2 shows those capital projects for which an allocation has been made in the Children's Services Capital Programme and where the Director of Property, Business and Regulatory Services is either, or will shortly be, progressing feasibility work for these projects.

2. Completed Schemes

2.1 Since the May 2006 meeting of the Executive Member for Education, schemes at the following schools have been completed and the new accommodation handed over to the Children's Services Department. These schemes remain financially on target:

3. Additional Works and Funding Added Post Contract

3.1 The following schemes have had further funding added to the contract for specific additional works.

3.2 Costello Technology College

    Additional funding of £27,495 has been made by the college for CCTV and data projectors.

3.3 Waterside Primary School, Hythe

        Additional funding of £2,250 has been given by the school to renew the drainpipes and for amendments to the roof lighting.

4. Additional Works and Funding added at Pre Contract Stage

4.1 Appendix 1 and 2 provides detailed information for all current capital projects at their varying stages. Included are those at pre contract stage, where additional funding has been added since the approval of the design project appraisal by the Executive Members' for Education and Policy and Resources.

4.2 Additional funding has come from various sources including increased Children's Services Capital Programme allocations and inflation and tolerance adjustments; additional school funding for specific additional requested works and Policy and Resources budgets for additional Landlord maintenance items which can easily be included within the overall scheme.

5. Current Position

5 This section gives the summarised position of the major projects, which have already been approved by the Executive Members for Policy and Resources and Education. Those schemes with works on site are reported as being financially on target unless otherwise indicated elsewhere in this report.

5.1 Netley Marsh Infant School

    The scheme for a new classroom, extended classroom and extended hall was approved by the Executive Member for Policy and Resources on 17 February 2005. Work was programmed to complete in March 2006, and although the school has partial possession and is using the hall, the contractor has reported that due to outstanding external works, practical completion will now take place during July 2006.

5.2 Nightingale Primary School, Eastleigh

      The scheme to extend the school to provide permanent teaching accommodation and a Multi Use Games Area (MUGA) was agreed by the Executive Member for Policy and Resources on 23 July 2004. As the tenders for the MUGA came back higher than anticipated the scheme was re-tendered. The work was then programmed to start during May 2006 and complete during July 2006 but as the contractors were not able to start during the May half term, work will now start on site at the end of July and complete in early September.

5.3 Oak Lodge School, Dibden Purlieu

      A scheme to provide a music room and music practice room was approved at the 19 January 2006 meeting of the Executive Member for Education. The project was due to start on site in April 2006 and complete in September 2006 but was delayed due to the need to divert a gas main before work could begin on site in June 2006 with a revised completion date of November 2006.

5.4 St Lawrence Primary School, Alton

      The scheme for a new hall, kitchen, link building and internal refurbishment was approved by the Executive Member for Policy and Resources on 17 February 2005. Work was programmed to complete during April 2006 but due to delays as a result of the performance of the contractor, the works will be completed in July 2006.

5.5 South Baddesley CE Primary, Lymington

      The scheme for a new classroom, staffroom, hall and car park was approved by the Executive Member for Policy and Resources on 9 December 2004. The work was carried out in two phases - phase one was completed in October 2005 and the second phase, to build the hall, was programmed to be completed in March 2006, but due to delays as a result of the performance of the contractor, this will now be completed during July 2006.

5.6 Testbourne Community School, Whitchurch

    The scheme to reconfigure the music accommodation at this school was approved by the Executive Member for Education on 23 March 2006. Tenders came back lower than anticipated and the contract sum is now £188,201.

5.7 Trosnant Infant and Junior Schools

      The scheme for Trospac full day care provision was approved at the Executive Member for Policy and Resources on 6 December 2005. The work was programmed to start on site in June 2006 and complete in October 2006 but due to a delay in getting planning approval to build adjacent to a public sewer, work will commence in July 2006 and complete in December 2006.

5.8 Waterside Primary School, Hythe

    The scheme to remodel and refurbish the existing school and construct a classroom block and an early years unit was approved by the Executive Member for Policy and Resources on 14 July 2005. As a result of a break in on the site on 25 May 2006, where electrical wiring was ripped out and copper pipes taken, the scheme is now delayed and will now complete in August 2006.

Recommendations

1. That the additional works and funding for schemes at Costello Technology College and Waterside Primary School be approved.
