1. Summary
1.1 The purpose of this report is to provide an update of the progress made in implementing those schemes in the Children's Services Capital Programme with a value of between £43,000 and £216,000 (exclusive of fees).
2. Current Position
2.1 The attached tables summarise the current position in relation to schemes funded by the Children's Service 2005/06 and 2006/07 Capital Programme including Minor Works, Seed Challenge, William Price Trust, Schools Access Initiative (SAI), New Opportunities Fund (NOF) and Staff Workplaces budget. The tables provide details of the funding, a brief description of the works and a summary of the current position.
3. Minor Works Capital Programme 2006/07
3.1 Baycroft Special School, Stubbington
Since reporting this scheme in May 2006, additional funding of £23,000 school devolved capital and £20,000 Policy and Resources Capital Repairs has been made available for works to upgrade the heating and hot water system. This brings the total estimated cost of the scheme to £94,724, excluding fees.
4. Staff Workplace 2006/07
4.1 Castle Hill Junior School, Basingstoke
Since reporting this scheme in March 2006, an additional £30,000 from the Policy and Resources Landlord's funding has made available for the scheme to extend the staff room facilities at the school. This brings the total estimated cost of the scheme to £95,000, excluding fees.
Tenders will be invited shortly and works are anticipated to commence on site during August and complete during October 2006.
5. Schools Access Initiative (SAI) / Disability Discrimination Act (DDA) 2006/07
5.1 Otterbourne Primary School, Winchester
An allocation of £47,826, excluding fees, has been made in the Capital Programme 06/07 (SAI), which together with a contribution from the school of £75,862, excluding fees, will fund works to provide an accessible wc, ramps and level access.
It is anticipated that the works will commence on site during August and complete during September 2006.
5.2 Rownhams St John's CE Primary School, Rownhams
An allocation of £20,000, excluding fees, has been made in the Capital Programme 06/07 (SAI) which, together with a contribution of £30,000 from the school's devolved capital, will fund works to refurbish the toilets and provide an accessible toilet.
The scheme is currently being tendered and it is anticipated that works will commence on site at the end of July with completion during September 2006.
5.3 Upham CE Primary School
An allocation of £50,000, excluding fees, has been made in the Capital Programme 06/07 (SAI) for ramping works and accessible toilet.
It is proposed to carry out the scheme over the Summer holiday period.
5.4 Wildern Secondary School, Hedge End
An allocation of £58,522 has been made in the Capital Programme 06/07 (SAI) to install an alarm system for the hearing impaired and to carry out toilet and level access modifications.
It is anticipated that works will commence on site during July with completion during November 2006.
6. NDS Modernisation Programme 2006/07 - Schools Specialist Accommodation Programme
6.1 Fordingbridge Infant School
An allocation of £30,000 has been made in the Capital Programme 06/07 (NDS Modernisation) for replacement windows and doors. Works are due to be carried out over the summer holiday period.
6.2 Hythe Primary School
An allocation of £30,000 has been made in the Capital Programme 06/07 (NDS Modernisation) for replacement windows and doors. Works are due to be carried out over the summer holiday period.
6.3 Shipton Bellinger Primary School, Tidworth
An allocation of £30,000, excluding fees, has been made in the Capital Programme 06/07 (NDS Modernisation) which together with a contribution from the school's devolved capital of £43,000, excluding fees, will fund works to refurbish existing toilets, provide an accessible wc, and replace all internal water pipes.
It is anticipated that works will commence on site during July 2006 and complete during September 2006.
6.4 Yateley Community School
An allocation of £70,000, excluding fees, has been made in the Capital Programme 06/07 (NDS Modernisation), which together with a contribution from the school's devolved capital of £25,000, excluding fees, will fund refurbishment works to the science laboratory.
It is proposed to negotiate this work with Nolan Davis who are currently on site. It is anticipated that works will commence during August 2006 and complete during September 2006.
Recommendation
1. That the changes to the minor works programme be approved.
