1. Summary
1.1 The following decision is sought:
That the Project Appraisal for the installation of a Puffin crossing on the A323 Fleet Road in Hartley Wintney, at an estimated cost of £120,000, be approved, subject to receipt of the final approval by the Secretary of State for Transport for the compulsory purchase of 130 square metres of Hartley Wintney Common from Hart District Council.
2. Reason
2.1 This decision supports Aims 2 and 4 (Stewardship of the Environment and Building Strong and Safe Communities) of the Corporate Strategy by improving pedestrian safety, particularly for those with disabilities, the elderly and children, and providing facilities that encourage walking. The crossing is located on a popular pedestrian route across southern Hartley Wintney Common and also on the route to three local schools.
3. Other Options Considered and Rejected
3.1 Not providing a crossing was considered but excluded because of the difficulty experienced by pedestrians crossing the road at present; a pedestrian fatality occurred in 2003.
3.2 Five alternative locations were assessed along Fleet Road but rejected because they were not sufficiently on the pedestrian desire lines and were less safe than the preferred location.
