1. Summary
1.1 The following decision is sought:
That the Project Appraisal for the construction of a controlled Puffin crossing on Chapel Hill, Basingstoke, to be externally funded at an estimated cost of £85,000, be approved.
2. Reason
2.1 This decision supports Aims 2, 3, 4 and 5 (Stewardship of the Environment, Achieving Economic Prosperity, Building Strong and Safe Communities and Improving Services) of the Corporate Strategy by providing a safe crossing facility for pedestrians crossing Chapel Hill, Basingstoke to the town centre and rail/bus interchange. This will encourage further pedestrian movement as the existing subway suppresses demand due to concerns over personal safety.
3. Other Options Considered and Rejected
3.1 Other options considered included revised junction layouts to improve the operational capacity but these were rejected as they would not enhance facilities for pedestrians.
3.2 To do nothing was considered and rejected. Despite the existing subway being available, there is a need for a safe crossing facility at street level. The present number of pedestrians crossing the road is evidence that the subway is not considered suitable by a significant number of people.
