Summary

1.1

That, subject to the approval by the Executive Member of Environment of the Project Appraisal and the scheme proceeding, authority be given for the County Council to enter into a lease with Test Valley Borough Council on the basis set out in the attached report and on other detailed terms and conditions to be settled by the Director of Property Business and Regulatory Services (Head of Estates):

Reason

2.1

To enable the construction of a new, split-level Household Waste Recycling Centre to meet the future needs of Andover and improve recycling by the public.

No other suitable sites are available.

The existing site is too small to enable the construction of a split-level facility and therefore the improvement in recycling provisions cannot be achieved
