1. Introduction

1.1 This report presents details of applications received for Two for One and Project Partnership funding in the financial year 2006/07.

1.2 A summary list of the applications to both the Two for One and the Project partnership scheme can be found in Appendix 2.

1.3 The application received to the Project partnership scheme, supported by the budget provided by the applicant can be found in Appendix 3. This application has been forwarded to the Arts Office from the Leader, Councillor Ken Thornber.

1.4 The County Council continues to run the Two for One Award Scheme, a very successful initiative that fosters a positive relationship between business and the arts as well as making the grant funding stretch further. The scheme works by matching new sponsorships valued between £200 and £500 and provides a useful incentive to arts organisations to find more sponsors. This also encourages more local businesses to sponsor the arts in Hampshire. Applications for this scheme are detailed in Appendix 4.

2. Legal Implications

2.1 The County Council is able to utilise broad powers under the Local Government Act 1972 to provide financial support for the arts. In particular, Section 145 of the Act enables the Council to contribute towards the expenses of doing anything necessary or expendient for any of a number of purposes, including the provision of entertainment of any nature, or the provision of a theatre, concert hall, dance hall or other premises suitable for entertainment. The powers include the ability to contribute towards the development and improvement of the knowledge, understanding and practice of the arts.

3. Financial Details for 2006/07

3.1 The base budget for 2006/07 is £67,000 as shown in the table below.

3.2 The financial details of the budget are found in Appendix 1. Prior to this meeting an overall sum of £2,100 is available for distribution.

4. Project Partnership Funding

4.1 The application for Project Partnership funding is listed in Appendix 2 and includes a request of £350. The recommendation is for £350. Appendix 3 shows details of the application. The project's contributions to the County Council's Corporate Strategy has been highlighted in the details of Appendix 3.

5. Two for One Award Scheme

5.1 Two application's totalling £750 have been received and the details of this are shown in Appendix 4. These awards can be made retrospectively for arts events where an organisation has attracted first time sponsorship from a company. It is recommended that a full matching amount be allocated to these applications due to the great success of this scheme in attracting revenue funding for the arts.

6. Impact Assessment

6.1 No groups or organisations should be excluded from any benefit arising from these decisions. A new application procedure has been introduced for applications from 2007/08 which will include equalities monitoring information as agreed as part of the corporate review of grants programmes and procedures.

Purpose For Which Assistance Is Sought

Connaught Opera are organising a concert, to take place in Palace House, Beaulieu, in October 2006.

Hosted by Lady Montagu as part of the Beaulieu Past, Present and Future programme, the event will be held for up to 80 elders in care in Hampshire. The event is being supported by Hythe and District Rotary Club, who will be transporting the audience.

Connaught Opera are an organisation who aim to provide free concerts to audiences of older people who would not otherwise have access to these types of event.

Supports the Corporate Strategy by:

Maximising Life Opportunities, for the elderly in care. Improving Services, by allowing access to this type of event to those who would otherwise miss out.
