Appointment to the Pension Fund Panel of representatives of Portsmouth and Southampton City Councils

1. Introduction

1.1 At its meeting on 12 May 2006, it was reported that Councillor Tom Blair had lost his seat on Portsmouth City Council. Hence he could no longer serve as the representative of the unitary city councils on the Panel. The Panel endorsed the County Treasurer's action in asking the Hampshire and Isle of Wight Local Government Association (HIOWLGA) to nominate a replacement representative and also asked that nominations be sought for deputy representatives for both the unitary authorities and the Hampshire district councils.

2. The nominations

2.1 The HIOWLGA has nominated Councillor Jeremy Moulton who is a Conservative member of Southampton City Council to serve as the main representative of the unitary authorities and Councillor Steve Wemyss who is a Conservative member of Portsmouth City Council to act as deputy. The Panel has previously agreed that the unitary authority representative was to alternate between Portsmouth and Southampton City Councils every two years. It is suggested that this continues and that Councillor Wemyss should take over in two years' time, from 1 October 2008, if he is still available. Councillor Moulton could then become the deputy. A nomination for a deputy to Councillor Ian Carr as the districts' representative is still awaited.

2.2 It is recommended that the Panel accept both nominations and confirm the appointments to take effect at this meeting.

3. Training

3.1 The County Treasurer has supplied details of the Local Government Pensions Committee's three-day `Fundamentals' training course, which some Panel members attended last year, to both Councillor Moulton and Councillor Wemyss.

3.2 Councillor Moulton has asked to be booked on the course and the County Treasurer has made the necessary arrangements. A response from Councillor Wemyss is awaited.

3.3 A further report on training opportunities will be presented to the Panel at its business meeting on 17 November 2006.

Recommendations

1 That the Panel accepts the nominations of the Hampshire and Isle of Wight Local Government Association and appoints Councillors Jeremy Moulton and Steve Wemyss to serve as the main and deputy representatives respectively of the unitary city councils of Portsmouth and Southampton for an initial period of two years until 30 September 2008.

2 That, if they are still available, Councillor Wemyss should be invited to take over as the main representative with effect from 1 October 2008 and that Councillor Moulton should be invited to serve as his deputy for a two-year period ending on 30 September 2010.
