Summary of Bid (Details of proposed activity the money will be spent on) |
Vision manager post for the Andover Vision project In the words of the draft Andover Vision document - Andover stands on the brink of an exciting future. It states that in every generation we have the opportunity presented to us to enhance our society, a chance to improve our surroundings and to bring everyone the benefits of a rewarding life. Key stakeholders from within the LSP have been working as a group for 18 months to build a vision for Andover for the next 20 years. The principles are founded on Education for All, Passionate Participation, Inclusion, Health and a Sense of Wellbeing for all. These reflect well the priority outcomes for the community plan - Your Test Valley. There are many projects that make up the Vision and to sustain progress the Board unanimously agreed that a Project Manager should be appointed to coordinate and drive progress. Whilst partners are willing to contribute time and resources to the individual projects it is crucial that the momentum created by the launch later this year is maintained. The Vision sets out a high level Timeline to achieve certain outcomes in the short and medium term. The task of the Vision Manager will be to create a realistic timetable that pulls together all the projects and initiatives that form the Vision and champion progress amongst key partners and ensure delivery particularly through a series of quick wins in the next 12 months.
Timescale (anticipated period over which the money will be spent) |
The initial contract period will not be finalised until responses are received back from the funding partners. The intention is to taper off LSP partner contributions and grow the commercial sector's contribution. It is anticipated that the county council's contribution will taper off during year 2 resulting in no more than a 2 year commitment to the post.
How does this bid support the targets within the Community Strategy? |
The Vision has been built around and contributes to all 8 key areas of the Community Plan.
Overall funding arrangements (please specify total cost of project and the amounts contributed from other partners) |
The Board have agreed that the Vision Manager should be high calibre and command a salary of around £60,000 which, including oncost, would be £72,000. SimplyHealth have offered to host the manager. SEEDA and TVBC are prepared to contribute. The Board believe that with the momentum gained in the first year the prospect of business sponsorship for future years is far more likely thus reducing the financial commitment of LSP partners. As a key partner it is suggested that the county council contributes 25%, split equally between Recreation and Heritage (£9,000) and the Executive Member for Community Development and Regeneration (£9,000).
