HEALTH OVERVIEW AND SCRUTINY COMMITTEE

PART II

    THEMATIC REVIEWS

    1. The Committee is carrying out reviews on Public Health and Well-being, Out of Hours Services and Care at the End of Life.

    2. On Public Health and Well-being the proposed way forward is to share initial thoughts on the process with organisational leads and to explore the possibility of a day to focus on strengthening locality commissioning with a view to identifying:

      · Sources of information and intelligence about local health and community needs.

      · Existing partnership arrangements

      · Existing good practice and the way this could inform the development of principles to support the adoption of good practice in the delivering of locality commissioning across Hampshire.

    the potential role of Hampshire Action Teams and Local Strategic Partnerships was being explored.

    3. On Out of Hours the Committee received a presentation from the Strategic Health Authority on the current configuration of services, quality standards and performance, the proposed service model for Hampshire and the Isle of Wight, management and development of service, community risk and patient and public involvement. Following the presentation the Strategic Health Authority has reported considerable progress by Primary Care Trusts with the collation of information in support of the drafting of a service specification with all current providers and commissioners being consulted. When available the draft specification will be considered by the Out of Hours Implementation Group followed with consideration by the Clinical Reference Group.

    4. The review of Care at the End of Life, which will look at services provided for patients/clients aged 65 or more who have been diagnosed as being near the end of their lives, was requested by he Executive Member for Adult Social Care. The Committee has agreed to set up a working group consisting of Councillors: Dr. R. Ellis (Chairman);R. McIntosh (Vice-Chairman) Mrs. A. Buckley; K. Chapman; Mrs. P. Dickens; Mrs. J. Frankum; Mrs. A. McNair Scott together with the Chairman of Hampshire Primary Care Trust, Professor M. Severs and independent expert advice to cover Primary Care, Secondary Care, Adult Services, Palliative Care and other users as appropriate. A series of meetings, which will be held in select committee style, had been arranged with a view to reporting finally back to the Committee in January 2007.
