PART II
ADULT LEARNING THREE-YEAR DEVELOPMENT PLAN 2006/07 TO 2008/09
1 The Adult and Community Learning Unit's (ACLU) provision is designed and delivered to meet the respective objectives of the County Council and the Learning and Skills Council (LSC). The funding available to the ACLU is largely received through the annual contract with the local LSC. The County Council continues to contribute 10% of the budget. The Unit's provision continues to be secured mainly through funding agreements with a range of organisations including schools, early years and children's centres, voluntary and community organisations, and other County Council services and departments. The Executive Member has approved the Adult Learning Three-Year Development Plan for 2006/07 to 2008/09, prior to it being presented to the Hampshire and Isle of Wight Learning Skills Council for funding in 2006/07. The Plan updates and further develops the Development Plan agreed in July 2005.
2 For 2006/07 the ACLU has been tasked with maintaining its existing partnerships whilst seeking to widen participation; increasing specialist support and sharing good practice to raise standards in teaching and learning; maintaining its current level of leadership and management and continuing to adopt the national priorities for adults - whilst working within a reduced funding allocation from the local LSC. A number of significant changes are planned in response. Among these will be the intention to reduce, in line with the direction given by Government, the support for Personal and Community Development Programmes; to change the way the adult curriculum is grouped into areas of learning; to widen participation in Family Learning; to make provider changes; to transfer Learn Direct provision to the Recreation and Heritage Department and to revise the existing fees policy.
