EXECUTIVE MEMBER FOR ENVIRONMENT

PART II

LOCAL TRANSPORT PLAN 1 - DELIVERY REPORT

1 The Executive member has approved the Local Transport Plan 1 - Delivery Report for submission to the Department for Transport. There is no obligation on the County Council, as a "Four-Star" authority under the Comprehensive Performance Assessment, to produce such a delivery report, but it is likely to be in their interests to do so as it allows the County Council to be considered for further Local Transport Plan 2 Funding to be spent on transport schemes.

2 The Local Transport Plan 1 Delivery Report reflects the fact that the County Council used all its LTP allocations over the 5 year period of the plan and supplemented these resources with developer funding and other funding from the Authority's own resources. Among the innovative transport schemes implemented during this period, were

    · Winchester Park and Ride extension

    · Reopening of Chandlers Ford Railway Station

    · A3 Bus Priority Scheme

    · Portchester Home Zone

    · MIRACLES

    · Introduction of CANGO bus services

    · Quality bus partnerships

    · Solent Transport Partnership and Solent Travel Card

3 Good progress has also been made on the targets relating to road maintenance and casualty reduction, and headway is being made on improving levels of cycling and bus patronage, both areas where there is scope for further improvement.

4 The Executive member has therefore commended the plan and are hopeful that its reception at the Department for Transport will lead to the release of further Government capital funding to be spent on transport schemes, to the ultimate benefit of the environment, sustainability, economic performance and availability of a wide range of accessible transport options to the residents of Hampshire.
