POLICY AND RESOURCES SCRUTINY AND SELECT COMMITTEE
PART II
ANNUAL REPORT OF THE COMMITTEE
1 The Committee reported to the Council in September 2005 on its proposed work programme, which included a major scrutiny study of Project Integra and waste management. That study has been completed and the Committee looks forward to responses on action proposed from the Board of Project Integra and from the County Council insofar as their responsibilities are concerned. The outcome report and recommendations were adopted by the County Council in December 2005.
2 The Committee has also undertaken scrutiny work on information technology, with particular reference to charging, procurement and value for money, with a focus on the roles of the central IT Services Department and Departmental IT support. That work is ongoing with the County Council's e-champion taking a lead role.
3 The Committee has also reviewed and offered advice to the Executive on a variety of subjects during the year, which include:
· budget scrutiny
· street lighting - private finance initiative
· sustainability - Aalborg commitments
· accredited community safety officers
· marine bill
4 The Committee has also received a report back from the Director of Children's Services following the scrutiny study of risk to children and young people undertaken during 2005. They were satisfied with the approach advocated and accepted further monitoring and implementation should be undertaken by the Children and Young People Policy Review Committee in conjunction with monitoring progress on the Children and Young People's Plan.
5 Following the adoption of new working arrangements for scrutiny, as agreed by the County Council in July, the Policy and Resources Scrutiny and Select Committee will in future be replaced by the Policy and Resources Policy Review Committee, which will have the dual role of scrutinising corporate functions and coordinating the work on scrutiny undertaken by the four Policy Review Committees. That process will begin during the autumn.
