South East Centre Of Excellence (SECE) Second Tier Frameworks |

As stated above, there has been significant interest through SECE for the development of second tier frameworks based around clusters of Authorities. One major benefit would be the engagement of local contractors with the relevant knowledge and resource. Two clusters have primarily emerged. The first is based on East and West Sussex, and includes East and West Sussex County Councils, Brighton and Hove City Council, Crawley Borough Council, and Sussex Police. Discussions are at an advanced stage, and the group has formed a Project Board and Delivery Group under the Chair of Hampshire County Council on behalf of SECE. |

The second major cluster emerging is based on Authorities within the borders of Hampshire. Again this Cluster is being led by Hampshire County Council with interest shown by Portsmouth and Southampton City Councils, Hampshire Police, and Hampshire Fire and Rescue Service. It is intended to develop the proposals for the second tier frameworks described in the report to Panel on the 4 April 2006. Similar arrangements will be delivered in parallel for the Sussex Cluster. It is envisaged that this kind of initiative could develop across the whole of SECE and be based around the above model or for groups of similar authorities such as District Councils. |

Additional Proposals
Second Tier Framework Pilots (SME)
Following the implementation of the Pilot SME Framework arrangements earlier this year with, Nolan Davis, RV Dart, T Coleborn, Hampshire Partitioning and Gregory Havant, the contractors have successfully undertaken a number of schemes at various schools. The types of project include re-cladding of Sports Halls, extensions to provide enhanced Music teaching facilities and additional teaching spaces, the refurbishment of toilets and provision of accessible WC's, and the refurbishment of Science and Food Technology facilities.
The timing and delivery of these projects has been critical as much of the work undertaken has required ease of access to the school site in order to minimise disruption to the schools operational needs. The complexity of several of the projects would have resulted in some schools being short of essential teaching and toilet if the early engagement of contractors had not been implemented. The success of this framework is still being measured, as many of the projects are nearing their completion and performance information is limited at this stage.

The KPI results demonstrate a clear improvement in all areas for the projects undertaken through the SME framework so far.
Client feedback forms have been returned for 4 of the 6 SME projects and these all received excellent scores resulting in an overall score of 100% for customer satisfaction.
The other indicators that have received consistently high scores for the SME projects are time management, cost management, quality and collaborative approach.
In summary, the KPI results demonstrate clear benefits being achieved through the SME framework, particularly in relation to collaborative working and client satisfaction.
Rowner Youth Service - Extension
The Education (Youth Services) section are currently working on a scheme, estimated to cost some £140,000 (including fees), to provide a `health drop in room and extension to provide IT youth programme facilities' at Rowner. This work is in addition to the construction of the new Youth Service building which is due to be completed in late November 2006. Funding for the additional works is subject approval by Children's Services in late September. It is therefore proposed, subject to funding being agreed, to negotiate with the current contractor, Vale Builders who are performing well, in order to maintain continuity of construction standard and to benefit from previously tendered rates.
Flat Roofing Framework
The existing flat roofing framework has now been in successful operation for nearly four years. The contractor Survey Roofing Ltd has undertaken over 70 projects during this time to a generally high standard and the framework arrangement has provided a sound route in the delivery of work within both financial and time constraints.
New arrangements are now planned for and extended service which may include pitched as well as flat roofing and some reactive maintenance work. The potential value of such a framework will require an advertisement to be placed in through the EU and expressions of interest invited. It is intended to have the new arrangements in place by the spring 2007. The framework will comprise three contractors over a two year period with the possibility of extending by a further two years subject to good performance and the needs of the County Council.
Ramps and Hard Landscaping Framework
Following the success of the current framework for Ramps and Hard Landscaping pilot framework it is now necessary to look at the future arrangements beyond March 2006. The pilot arrangements focused on a range of small to medium size projects mainly associated with access improvements, minor improvement and resurfacing work. It is proposed that the new arrangements are enhance to include a wider range of landscaping work and include larger improvement work which could include elements of major capital funded work such as Multi Use Games Areas (MUGA), Synthetic Turf Pitches (STP) and soft landscaping.
It will be necessary to invite tenders for the new framework under the EU procedures, as the aggregated value may be in excess of £5,000,000 subject to the needs of the County Council. It is proposed to appoint three contractors over a two year term with the possibility of extension for a further two years subject to performance. Expressions of interest will be invited in the Autumn to arrive at a shortlist of contractors for tender.
Temporary Buildings Term Contract
The existing term contract for the supply, transfer and hire of volumetric buildings commenced on 1 November 2004 for an initial period of two years with the Elliot Group and SGB Rovacabin. There was an option in the contract to extend the term for a period of up to three years subject to satisfactory performance.
Following a recent performance review it is only proposed to extend only one of the current Term arrangements for a further two year period. The package with Elliot Group Ltd has proven to be very successful and the contractor has attained a good performance record as measured under the contract key performance indicators. The second package has not achieved such a high standard and it is therefore proposed to re-tender in the Autumn for a two year arrangement with the possibility of extension subject to good performance.
Approval is therefore being sought to extend the existing contract with the Elliot Group until 31 October 2008 and, subject to a successful tender, engage the services of a second contractor to provide an alternative source of temporary buildings. Details of the re-tender exercise will be reported to a future meeting of the Panel.
Portchester Community School
A scheme to provide enhanced Science, Schools Access Initiative and specialist school facilities was previously reported to the Panel in November 2005 and more recently in April 2006. Since then a contract has been negotiated with Brymor Contractors valued at £696,625 and work commenced on site in late July 2006.
Additional funding has now been secured from P & R Capital Repairs (£60,000) and from within the New Deals for Schools Condition allocation (£70,000) in order for work to re-clad the Quadrangle, replace existing widows and re-roof the Science block and to re-roof the Site Services Office (former Rural Studies block).
Work on the existing contract is progressing well and the contractor Brymor has established a good working relationship with the school. It is therefore proposed to negotiate the additional work, within in the terms of the existing contract, with Brymor Contractors using previously tendered rates as a basis of negotiation and will ensure continuity of work standard on the site.
Swanwick Lodge Secure Unit
Following a successful bid by Children's Services to secure funding from the DfES, the department has been asked to undertake a programme of refurbishment of at the unit and to provide additional enhanced facilities. The level of available funding is in excess of £500,000 and will provide for the following :
· refurbishment of 16 ensuite Shower rooms and 2 Sensory bathrooms
· replacement of 16 high security bedroom doors
· installation of a new secure roller shutter to the vehicular entrance
· refurbishment of the existing family meeting room
· refurbishment of Science laboratory
· creation of a new trade skills workshop
· upgrading of the music suite
· associated furniture and equipment improvements
The DfES have requested that the majority of the work be finished by 31 March 2007 in order to meet their financial spending targets. In order to meet the expected programme and financial targets it is proposed to negotiate a contract with West End Roofing & Construction Ltd to assist with the planning and development of the project and to undertake an early pilot phase to ensure satisfactory conclusion in this sensitive secure establishment. This contractor has previous considerable experience of working at the unit and has a good understanding of their operational requirements essential to the success of this project.
Cranbourne Business and Enterprise College
A scheme to re-clad the existing 3 storey teaching block at Cranbourne College is currently on site following the invitation of competitive tenders earlier in the year. The work is progressing well and the contractor, Drew Smith, has a good working relationship with the college.
Funding for a second phase of re-cladding works has been secured from within the New Deals for Schools 2006/07 to include the existing Hall, Administration and front elevation of the college. The estimated cost of the work is in the region of £500,000 and it proposed to negotiate the additional work with Drew Smith using the previously tendered rates. This will ensure continuity of work standard and will build upon the current good Health & Safety and work performance.
Parkway and Nuance House
A project will be undertaken in the near future in connection with the proposed new Call Centre at Parkway House. It is proposed to negotiate the project with Nolan Davis who have successfully undertaken a number of similar office accommodation projects for the County Council. The work involves some alterations and adaptation to the ground floor including significant services modifications, new cabling, IT and telephone infrastructure. The overall project value is in the region of £200K. Subject to the success of this project it is proposed that a similar but larger project at Nuance House is negotiated with the same contractor to achieve continuity of teams, management and key supply chains.
