1. Summary

1.1 The following decisions are sought:

    (i) That the Buildings, Land and Procurement Panel advises that the Executive Member for Policy and Resources approves the Project Appraisal to implement Phase 2 of the Traffic and Environmental Improvement Scheme in Rumbridge Street, Totton, at an estimated cost of £834,000.

    (ii) That the Executive Member for Policy and Resources approves the Project Appraisal to implement Phase 2 of the Traffic and Environmental Improvement Scheme in Rumbridge Street, Totton, at an estimated cost of £834,000.

2. Reason

2.1 This decision will enable a scheme that will provide a safer and more secure environment for pedestrians by reducing vehicle speed and movement, and improve the economic prosperity of local shops to enhance the local sense of place. The scheme is the second part of a programme of improvements in the Totton Town Centre area. Further measures are being investigated and will be brought forward when progress with technical work, consultation and funding allow.

2.2 The Executive Member for Environment recommends this proposal.

3. Other Options Considered and Rejected

3.1 Alternative design options have been considered, including traffic signals at the Batts Corner and Rumbridge Street, but this was found to be impractical due to the close proximity of the level crossing. The current scheme is consistent with the adopted urban design framework and transport strategy for the area. The alternative options were considered not to meet the scheme objectives or the principles of the Regeneration of Older Urban Areas Initiative.
