Project Appraisal: Emsworth Accessibility

1. Summary

1.1 The following decisions are sought:

      (i) That the Project Appraisal for the package of pedestrian and cycle accessibility improvements for Emsworth, at an estimated cost of £203,000 including some developer funding, be approved.

      (ii) That under the powers contained in Sections 65 and 66 of the Highways Act 1980 the sections of footway identified within the proposal as `shared use' on the A259 Havant Road/Bridge Road, and as `segregated' on the A259 from West Street to Warblington Road, Emsworth be converted to cycle track to permit use by cyclists and pedestrians.

2. Reason

2.1 Completing this section of well used cycle track and the improvements to pedestrian crossing points on key routes are expected to improve the safety of cyclists and pedestrians travelling to and from the town centre of Emsworth. By improving accessibility in this way the local community can make greater use of the town centre without as much reliance on cars.

3. Other Options Considered and Rejected

3.1 A walking audit was undertaken with Havant Accessibility Group that identified a large number of potential improvements for pedestrians and cyclists either using the town centre or travelling to or from it. These have been prioritised to focus on key routes into the town centre, with lower priority measures kept as a reserve should other funding become available.
