1. Summary
1.1 The following decision is sought:
That the Project Appraisal for the deployment of network monitoring closed-circuit television cameras and traffic information variable message signs in Basingstoke, at an estimated cost of £150,000, be approved.
2. Reason
2.1 This decision will help maximise the efficiency of the existing road network and enable proactive incident management to reduce congestion and improve safety for road users. Motorists will be able to make informed decisions on their choice of route which can improve access to services.
3. Other Options Considered and Rejected
3.1 Several sites were identified as suitable for closed-circuit television (CCTV) and variable message signs (VMS) installations. However, given the limited funding available, these sites were prioritised and those proposed are seen as offering the best options in the short term to enhance network monitoring at key locations and provide the most benefit in terms of offering driver information and promoting Park and Ride. Additional sites can readily be added to the system as funding becomes available.
3.2 Options such as traffic monitoring via urban traffic control system loop detection were considered. However no other facility offers the instant view of a situation that CCTV cameras can and this contributes significantly to the accuracy and timeliness of the information disseminated from the Traffic and Travel Information Centre which is also key to effective use of the VMS.
3.3 When considered in isolation the proposals do not represent a significant expansion of Intelligent Transport Systems (ITS). However, the option to do nothing fails to recognise existing ITS and the scope for further development in Basingstoke. The proposals need to be considered as an incremental step and as making the most effective use of the available budget.
