Summary | |
1.1 |
Burghclere Primary School is located at Church Lane, within the heart of the village of Burghclere. The site is bounded by fields to the south and east and by housing to the north and west. The original school was built in 1840, of traditional construction, and was extended to provide further accommodation in 1958 and most recently in 1997. There are currently 111 pupils on roll (4-11 years). | |

It is now proposed to replace existing temporary accommodation, which is in very poor condition, with purpose-built permanent accommodation. The total estimated cost of the scheme is £556,000, excluding fees. An allocation of £443,000, excluding fees, has been made in the Education Capital Programme (Modernisation) 2006/07 and the school is making a contribution of £91,000, excluding fees. There is currently a shortfall of funding. These costs will be addressed during development of the project by identifying savings or additional funding. The contract will not be let without this being reconciled. | |

The Director of Property, Business and Regulatory Services has progressed the design of the proposed additional accommodation and the purpose of this report is to outline the design proposals and seek approval to the attached design project appraisal. | |

Scope of the Works | |
2.1 |
It is proposed to carry out the scheme of works in three phases: · a new extension will be constructed on the site of the existing temporary building, to provide two classrooms with associated storage areas, lobby and accessible toilet; · alterations to the 1950s masonry block will provide a new accessible front entrance, head teacher's office and relocated reception and administration facility; · on completion of the proposed classroom extension, an ICT suite will be established in the vacated existing original school classroom area to the northeast of the site. | |

The location of the proposed extension seeks to minimise disturbance to the site and the school. The new single-storey building is designed to complement the existing, with similar roof and wall finishes. The area behind the existing temporary building is currently under-used, heavily shaded and overgrown and it is proposed to rejuvenate this area by increasing both the level of sunlight and activity on the site. | |

There is no vehicular access onto the site and it will therefore be necessary to construct a temporary contractor's access from the eastern corner fronting Church Lane. | |

Funding and Timing | |
3.1 |
An allocation of £443,000, excluding fees, has been made in the Children's Services Capital Programme 2006/2007 (Modernisation Programme). The school is making a contribution of £91,000, excluding fees. | |

Subject to the necessary approvals it is anticipated that tenders will be invited during December 2006, work will commence on site during February 2007 and be completed during December 2007. | |

Councillor John Maxwell, the local Member for this area, has been consulted on this design project appraisal and he has confirmed his support of the scheme. | |
Conclusion |

The proposed scheme will provide permanent, purpose-built teaching accommodation, accessible front entrance, head teacher's office, relocated reception and administrative facilities and an ICT suite within an existing space. The scheme will facilitate the removal from site of an existing temporary building which is in very poor condition. | ||

That the Executive Member for Education advises the Executive Member for Policy and Resources that the design project appraisal for Burghclere Primary School, at an estimated cost of £556,000, excluding fees, be approved. |

Value of land already acquired for this project
The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.

* The overall level of the revenue budget for funding schools will (from April 2006) be prescribed by central government, and capital projects have no bearing on the level of this budget. Therefore, this proposed project will have no bearing on the overall level of the Children's Services budget, extra costs and savings being met from the same overall schools' funding level.
Energy costs
The estimated annual energy consumption for the new accommodation will meet that required by current Building Regulations. It is anticipated that the increase in fuel cost for the school will be in the order of £985 per year (£6.00 for each m² of new accommodation). The CO² consumption will be 6.5 tonnes per year.
2 Details of site and existing infrastructure
Location/adjoining land and buildings
The school is located in the village, with Church Lane to the northern boundary and housing beyond, housing to the east and open land to the south and west.
Area including comparison with local/national standards
The total site area is 2.018 acres (0.817 hectares). The DfES guideline for a school of this size is 1.67-1.95 acres (0.68-0.79 hectares).
Access
There is no vehicular access to the site and it will be necessary to form a temporary contractor's access from the eastern corner of the site fronting Church Lane.
Existing buildings and temporary buildings
The original school building dates from around 1840 and is of traditional construction. Extensions made in the 1950s and 1990s are also of traditional construction. These buildings are considered to be in good condition for their age and type.
A temporary building currently used as additional classroom space is in very poor condition and will be removed from site as part of the proposed scheme.
Results of trial boreholes
A previous site investigation indicated Gravelly clays to a 1.2m depth with medium dense gravels below. It is therefore proposed to use traditional trench fill foundations with ground bearing floor slabs.
Mains services position
The existing mains services are considered to be of sufficient capacity to be extended and adapted as required to serve the proposed additional accommodation.
3 Scope of the Project
Type of project, layout and facilities provided
It is proposed to construct a two-classroom extension on the area currently occupied by the temporary classroom. Refurbishment/reconfiguration works will provide an ICT suite in an existing classroom area, and modern administration areas.

4 The Proposed Building
Type of construction, finish and appearance
The proposed new single-storey building will be of traditional masonry construction, with similar wall and roof finishes to existing buildings, consisting of duo-pitched rolled tiled roof over rendered and glazed panel walls. Roof tiles have been chosen to complement the existing buildings.
Impact Assessment
The proposed extension has been designed with level thresholds throughout. A parking space located close to the school entrance will be designated for disabled use.
One accessible wc will be provided within the proposed extension.
Assessment of the Race Relations (Amendment) Act has been considered in the development of this proposal. No adverse impact has been identified in terms of race, creed or gender.
Heating and ventilation systems
The proposed new extension will have underfloor heating with natural ventilation. The heating system in the refurbished 1950s building will be upgraded using a replacement radiator system. There will be no change to the current heating arrangements within the rest of the building.
Fire risk assessment
In consultation with the Hampshire Fire and Rescue Service, a fire risk assessment concludes that this is a low fire risk category building. Therefore a sprinkler system will not be installed.
Health and safety
A designer's risk assessment and a design health and safety plan, in accordance with Regulation 15 of the Construction Design and Management Regulations 1994, will have been undertaken for the proposed scheme
5 External Works
Car parking
There is no car parking provision on the school site. However, it is proposed to mark up a disabled parking space close to the school entrance.
Landscape proposals
The southeastern corner of the school site, behind the existing temporary building, is currently under-used, heavily shaded and overgrown. It is proposed to rejuvenate this area by increasing both the level of sunlight and activity on the site.
There is no external lighting on the site and it is therefore intended to provide four standard lighting columns along the existing access path used by pupils, staff and parents to aid both safety and security.
Situation on site and environmental impact
The scheme has been designed to minimise environmental impact and the removal from site of the existing temporary building will serve to open up a currently under-used area for use by staff and pupils.
Both a bat emergence survey and also an initial newt torch survey have been undertaken. No bats were observed leaving the school roofs and the presence of newts was found to be unlikely.
6 Planning
A detailed planning application was submitted during August 2006.
7 Building management
Existing arrangements will apply to cleaning, catering, local management and maintenance arrangements.
