Major Projects Status Report

Report of the Director of Property, Business and Regulatory Services

 

1. Summary

1.1 This report seeks approval to the addition of funding to major capital projects, at pre contract stage, following the approval of the design project appraisal by the Executive Members' Education and Policy and Resources.

1.2 Appendix 2 shows those capital projects for which an allocation has been made in the Children's Services Capital Programme and where the Director of Property, Business and Regulatory Services is either, or will shortly be, progressing feasibility work for these projects.

1.3 The schemes within this report generally reflect the priorities in the Corporate Strategy by providing excellent school facilities which enhance the quality of place, providing safer and more accessible facilities and maximising well-being, thus benefiting all users of the premises.

2. Completed Schemes

2.1 Since the May 2006 meeting of the Executive Member for Education, schemes at the following schools have been completed and the new accommodation handed over to the Children's Services Department. These schemes remain financially on target:

3. Additional Works and Funding Added Post Contract

3.1 The following schemes have had further funding added to the contract for specific additional works.

3.2 Costello Technology College, Basingstoke

      An additional contribution of £29,797 was made by the school to upgrade the landscaping works and an additional £1,845 was also given by the school for extra CCTV requirements, on top of the £27,495 reported at 21 July 2006 meeting. A P&R contribution to capital of £3,600 has been added to the scheme for external works.

3.3 Minstead Rural Study Centre, Lyndhurst

      An additional contribution of £15,000 has been added to this scheme from the P&R external works budget for landscaping and £2,600 has been added from Capital Repairs to renew pipework and for a new backdrop manhole.

4. Additional Works and Funding added at Pre Contract Stage

4.1 Appendix 1 and 2 provides detailed information for all current capital projects at their varying stages. Included are those at pre contract stage, where additional funding has been added since the approval of the design project appraisal by the Executive Members' for Education and Policy and Resources.

4.2 Additional funding has come from various sources including increased Children's Services Capital Programme allocations, and inflation and tolerance adjustments; additional school funding for specific additional requested works, and Policy and Resources budgets for additional Landlord maintenance items which can easily be included within the overall scheme.

4.3 Oak Meadow Early Years Centre, Fareham

        This scheme was approved by the Executive Member - Education 25 May 2006. The scheme will now be carried out in two phases as follows:

      Phase I completed at the end of September 2006 and it is anticipated that Phase II will complete during December 2006.

5. Current Position

5 This section gives the summarised position of the major projects, which have already been approved by the Executive Members for Policy and Resources and Education. Those schemes with works on site are reported as being financially on target unless otherwise indicated elsewhere in this report.

5.1 Hamble Community College

      The scheme to provide floodlit tennis courts, courtyard improvements and flood relief works was approved by the Executive Member - Education on 25 May 2006. The funding for the tennis courts from the private investor is no longer available so this work will not now go ahead. The work will be undertaken in two phases: the first phase consists for the flood relief works has started on site and the second phase consisting of the courtyard improvements is currently out to tender.

5.2 Hollywater School, Bordon

      The scheme to provide a new school was approved by the Executive Member for Policy and Resources on 11 November 2004. The main building was handed over to the school on 31 August 2006 and the external works are expected to be completed during December 2006.

5.3 Newtown Soberton Infant School

    The scheme to provide a new hall and internal adaptations for a Nursery Unit was approved at the Executive Member for Policy and Resources on 14 July 2005. The scheme was due to be completed during September but is currently running 4-5 weeks behind due to the contractor experiencing delays in procuring construction materials. The scheme is now anticipated to be completed during October.

5.4 Nightingale Primary School, Eastleigh

    The scheme to extend the school to provide permanent teaching accommodation and a Multi Use Games Area (MUGA) was agreed by the Executive Member for Policy and Resources on 23 July 2004. The playground area was completed during the summer holidays but the fencing was not undertaken due to a delay with the order for the materials. It has been agreed with the school that this work will be will be undertaken during the October half term.

Recommendations

1. That the additional works and funding for schemes at Costello Technology College, Minstead Rural Study Centre and Oak Meadow Early Years Centre be approved.
