1. Summary
1.1 The purpose of this report is to provide an update of the progress made in implementing those schemes in the Children's Services Capital Programme with a value of between £43,000 and £216,000 (exclusive of fees).
1.2 The schemes within this report generally reflect the priorities in the Corporate Strategy by maximising the safety and accessibility of all users of the premises and enhancing the quality of place.
2. Current Position
2.1 The attached tables summarise the current position in relation to schemes funded by the Children's Service 2005/06 and 2006/07 Capital Programme including Minor Works, Seed Challenge, William Price Trust, Schools Access Initiative (SAI), New Opportunities Fund (NOF) and Staff Workplaces budget. The tables provide details of the funding, a brief description of the works and a summary of the current position.
3. Minor Works Capital Programme 2006/07
3.1 The Wavell School, Farnborough
The scheme to convert the existing gymnasium to form a movement space was approved by the Executive Member for Education on 23 March 2006. The school has now increased its devolved capital contribution to fund additional works to provide an extension to an existing store room, additional acoustic lining panels, window shading, window boards and refurbishment of office space. The funding for this scheme is now £43,000, excluding fees, from the Capital Programme (Lottery funding) 06/07 , £20,000, excluding fees, from Rushmoor Borough Council and a contribution of £75,000, excluding fees from the School's devolved capital allocation. The works are currently on site and are expected to complete during September 2006.
3.2 Various schools in the Basingstoke area
A recent arson prevention survey carried out at schools in the Basingstoke area highlighted a need for rubbish bins to be placed in a secure position away from school buildings.
It is now proposed to install bin stores on 17 high-risk schools in the area. It is anticipated that the work will be carried out between December 2006 and March 2007.

4. Security Funding 2006/07
4.1 Yateley Secondary School
An allocation of £103,500, excluding fees, was allocated in the 2005/06 Children's Services Capital Programme and carried forward into 2006/07 for works to improve security within the reception area of the sports hall. These works are to be negotiated with a preferred contractor. It is anticipated that works will commence on site during October 2006 and complete during December 2006.
5. Staff Workplace 2006/07 Schools Access Initiative (SAI)
5.1 Harrison Primary School, Fareham
It is proposed to carry out an internal reconfiguration of space to provide a more secure environment for pupils who are currently required to cross the main entrance/reception area to access the toilets. The existing administration and headteacher's offices are located in a secure position within the school and it is therefore proposed to relocate the existing toilets to this area, thus negating the need for pupils to cross the reception hallway. The same number of cubicles (including one accessible) will be provided.
The vacated toilet area will be refurbished to provide a headteacher's office, administration office, medical inspection room and extended reception area. New windows will be installed in the west and north elevations. A new bay window will be provided in the existing reception classroom, overlooking the external courtyard area. The total estimated cost of the scheme is £221,000, excluding fees. The funding is made up as follows:

It is anticipated that tenders for the work will be invited during October 2006, with works commencing on site during November 2006 and completing during April 2007.
5.2 Lee-on-Solent Infant School
An allocation of £7,000, excluding fees, has been made in the Capital Programme (School Workforce) which together with a contribution of £72,500 school devolved capital will fund an extension and internal adaptation works to the staff workspace area.
It is anticipated that these works will commence on site during January 2007and complete during April 2007.
5.3 Portchester Community School
An allocation of £190,000, excluding fees, has been made in the Capital Programme 2006/07 (SAI) to fund the installation of a second external fire escape lift.
It is anticipated that the works will commence on site during late December 2006/early January 2007 and complete during May 2007.
5.4 Westfields Junior School, Yateley
An allocation of £26,000, excluding fees, has been made in the Capital Programme 2006/07 (School Workforce) which together with a contribution of £65,000 school devolved capital will fund a staffroom extension.
It is anticipated that tenders will be invited during October 2006, with start on site during January 2006 and completion during March 2007.
Recommendation
1. That the changes to the minor works programme be approved.
