Project Appraisal: North Camp, Farnborough - Phase II: Traffic Management

1. Summary

1.1 The following decision is sought:

    That the Project Appraisal to implement the second phase of traffic management measures on roads in the North Camp area of Farnborough, including:

      (i) providing improved pedestrian crossing refuges with a minimum refuge width increased to 1.5 metres;

      (ii) installing build-outs to formalise existing on-street parking areas; and

      (iii) upgrading an existing controlled crossing on Alexandra Road to a Puffin crossing;

    at an estimated cost of £150,000, be approved.

2. Reason

2.1 This scheme will introduce various measures to reduce traffic speeds and provide a safer environment for pedestrians in this area of Farnborough. The works will also address some of the issues and suggestions raised in the local schools' travel plans.

3. Other Options Considered and Rejected

3.1 The option to do nothing was rejected as the risk to pedestrians crossing the road at sub standard width refuges was considered too high in view of vehicle speeds and traffic volume.

3.2 A controlled crossing along Reading Road was investigated but a suitable location could not be achieved; furthermore it would not have met the criteria for justifying a controlled crossing.

3.3 A full signalised improvement at the Queens Road/Alexandra Road/ Netley Street was considered but rejected as it would not have been operationally successful. It would also have caused delays to Bus Route 1 as well as being financially prohibitive.
