Project Appraisal: Hythe Town Centre - Accessibility Improvements

1. Summary

1.1 The following decision is sought:

    That the Project Appraisal for the implementation of a highway, access and environmental improvement scheme in St John's Street, Hythe, at an estimated cost of £125,000 including £45,000 developer contribution funding, be approved, subject to consideration by the Director of Environment of any comments received following advertisement of the Road Hump Regulations.

2. Reason

2.1 This scheme will improve pedestrian safety as well as the quality of the environment in this area of Hythe.

2.2 The existing pedestrian facilities on St John's Street, in the vicinity of the St John's Street car park; The Grove; The High Street and Promenade, are poor and in need of improvement. New Forest District Council intends to upgrade the St John's Street car park, and it is proposed that this scheme will follow on from the car park works by providing new and improved footways from the car park towards the town centre.

3. Other Options Considered and Rejected

3.1 An alternative considered in the development of this scheme was the provision of a traffic signal controlled crossing facility on St John's Street in the vicinity of the car park and The Grove. This was rejected given the close proximity of the junction/accesses and the need to locate any such crossing feature away from the pedestrian crossing desire line.
