1. Introduction
1.1 This report presents details of member comments received for Arts Activity funding Round One in the financial year 2007/08.
1.2 Due to staff sickness the requests for comment went out later than intended. The following are a list of comments

Horndean Community Association Councillor Byrom gladly supports this application. She says this association has shown initiative and persistence in improving the quality of life for people in Horndean for some years. She hopes that Hampshire County Council can help them to go on from strength to strength. |

The Phoenix Theatre and Arts Centre Councillor Carew presented a long response. He raised concerns about the application process which have been clarified with him. He recognised that the county were providing staff support to the Phoenix. He does not support the recommended level of grant and asks the Executive Member to review the amount on offer. |

Artscape Councillor Cartwright agrees with the recommendation of £1,000. He recommends however that it should perhaps be conditional on East Hampshire District Council confirming their matched support, believing it to be very much a local organisation with a somewhat esoteric aim. |

Heathfield School Councillor Hockley thoroughly approves of the project and believes it to be an excellent school and a worthy cause. |

Wildern School and Specialist Arts College Councillor Blampied is disappointed in the size of the grant recommended. He says "the project is very innovative and would create an outdoor area for use of the school and the community, it will also contribute to the ambience of the site by making it interesting to anybody walking by or to sit and relax in. It will also make a statement about the value of public art." He says "Wildern School is at the forefront of developing activities and facilities in the arts for shared use between school and the community. The new d@rt centre continues to increase the number of participants and a new learning centre will open shortly which will also be used as a cinema and there are plans to build a theatre on the site within the next two years. As you can see, this is a vibrant and forward looking enterprise which will benefit the whole community. As the number of participants visiting the site increases, it will be important to continue to enhance the surroundings in an artistic way and to provide inexpensive facilities for outdoor performances." |

Blackwater, Yateley and District Association for the Elderly Councillor Collett fully supports the project. He says Blackwater, Yateley and District Association for the Elderly have a good reputation in the area for providing services and events which benefit the recipients enormously. I note that the amount being requested for this exhibition is very modest at £120 and I fully support it. |

Havant Borough Council Councillor Buckley thinks this is an excellent project for Leigh Park. She says she strongly supports the proposal and offers advice to organisation. |

Bishop's Waltham Festival Councillor Mason thoroughly supports the festival, he thinks it is a wonderful event and does very well for Bishop's Waltham. He recommends however that the grant recommended reflect inflation. |

The Botley Association Councillor Blampied supports the application from the Botley Association for help with the Botley Festival 2007. He says "this will be the third Botley Festival organised by the Botley Association. The previous two were highly successful, drawing 8 to 10 thousand visitors each. The events were well organised and resulted in enjoyable and worthwhile days. Profits from the events were donated to the funds for the extension to the church and to the Parish Information Centre. Next year the funds will be donated to the Botley Market hall to help with maintenance and improvements. The Association should also be commended for linking the Festival to the bicentenary of the Abolition of Slavery" The Arts Office subsequently received the following email from Councillor Blampied. "I would like to clarify a number of points pertaining to the application from the Botley Association: The Botley Festival is an Arts and Local Trade Festival combined. This application for grant money is specifically appertaining to equipment required for the arts provision and its promotion as well as the cost of providing workshops and artistic entertainment. There is no charge to the public for the arts provision and workshops, entertainment and all exhibition material is free. There is no profit on the arts part of the Festival. Any profit that comes to the Festival through the trade element is donated to a Community Group to benefit the village. The Festival takes place on the Recreation Ground, in the Square and at the Church with well defined trade or artistic activities, although there will be various artists and performers mixing with and entertaining the public in the Square." |

Romsey Beggars Fair Councillor Cooper and Councillor Perry both fully support the project. |

Romsey Arts Festival Councillor Cooper and Councillor Perry both support the project. However Councillor Cooper is surprised that there is no income stream from Box Office events. He believes the level of grant offered to be appropriate and supports the recommendation. He also says that the local authority bodies should review whether all the funding should come from grants. |

Ringwood Town Council Councillor Clarke offers his whole hearted support to the Ringwood Town Council application in support of the Festival Orchestral Concert. He says this particular event extends the range of entertainment & cultural events focussed on the Festival, believing the quality to be excellent at affordable prices. |

Waterside Arts Councillor Dash strongly supports the festival. He says there is a wide variety of art exhibited by local people e.g. woodcarving, painting, crafts, plus poetry reading and a full range of concerts, children's performances from local schools and street displays including a co-ordinated display by a wheelchair group. He believes it to be a celebration of local talent and a wonderful community occasion. |

Portchester Community Festival Councillor Price supports the principal of the grant as the school is working hard with all the other schools within Portchester and in doing so, they are involving the public of Portchester, making it very much a community programme of events. Councillor Price strongly believes that the grant that is given should be at least equal to last years grant of £1,000. He believes that to cut the grant to only £500 this year is very wrong, he says "we must support our schools and community. This school is a community school which is also adapted to take and does take a number of disabled pupils which are fully involved in these activities." Councillor Price recommends that the grant be increased from £500 to £1,000 and also that there are no ties to this in relation to other funding opportunities. |

Gosport Borough Council - Gosport Waterfront Festival Councillor Gill supports the festival, he notes however that the amount recommended falls short of the amount requested. He recommends that the amounts recommended are at least the same as last year plus inflation. |

Professional Activity |

The Weyhill Fairground Craft and Design Centre Councillor West supports this application as a centre for craft workers, believing that the diversity of craft and arts that take place is good. She also believes the centre to be a hub for the community, situated between the urban areas and the villages. She says the centre is "very well run and a good tourist attraction, offering workshops and good quality retail outlets for the local, rural crafts which are sadly slipping away, a very worthwhile venture." Councillor West also highlighted the sites history and heritage. |

1. Corrections and late information
The circulated report contained three errors
· Lee Singers - activity happens in Lee on the Solent, Gosport and not Fareham as shown
· Cobbet Festival - amount of £2,000 not shown in estimated income
· Fareham and Gosport Folk Festival - incorrect recommendation amount, correct amount should be £5,000.
· Winchester Writers Festival - handwritten budget received replacing scrambled electronic version.
