Appointments to Outside Bodies - Proteus Theatre Company Board, Museum of Modern Crafts Board, Fairfields Arts Centre Board and Ashford Hangers Consultative Committee

1. Summary

The following decisions are sought:

1.1. That Councillor J.M. Kelly be appointed as the County Council's representative to serve on the Board of Directors of the Proteus Theatre Company.

1.2. That Councillor Mrs. M. Tucker be appointed as the County Council's representative on the Board of the Museum of Modern Crafts Trust (MOMC).

1.3. That Councillor M.F. Cartwright be appointed as the County Council's representative on the Ashford Hangers Consultative Committee.

1.4. That Councillor J.M. Kelly be appointed as the County Council's representative on the Board of Fairfields Arts Centre, Basingstoke.

2. Reason

2.1. To ensure that the County Council remains fully represented at senior elected member level in the management of both these organisations.

2.2. The current representative on Proteus, MOMC and Fairfields Arts Centre Board is Councillor Chapman, who in addition to his County Council responsibilities as Chairman of the Culture and Communities Policy Review Committee, is also the portfolio holder for Sport and Leisure of Basingstoke and Deane Borough Council. He has therefore tendered his resignation from the above named Boards in order to avoid conflicts of interest.

2.3. Councillor J.K. West was previously appointed as the County Council's representative on Ashford Hangers. However he no longer represents the Petersfield area so it would be more logical for Councillor Cartwright as the current County Councillor for Petersfield Hangers division to take on that role.

3. Other Options considered and rejected

3.1. The County Council not being represented, which would lead to a loss of influence and partnership working with both organisations.

4. Conflicts of Interest declared by the decision maker or other Executive Member consulted

5. Dispensation granted by the Standards Committee
