PERFORMANCE ASSESSMENTS 2005/06
1. The annual performance assessment of Police Forces was published by the Government on 24 October, 2006. The assessments relate to the previous performance year and was the first year when the HMIC (Her Majesty's Inspectorate of Constabulary) Baseline Assessment results and PPAF (Police Performance Assessment Framework) results were combined into a single grade for the 7 categories of police activity measured: Reducing Crime, Investigating Crime, Promoting Safety, Providing Assistance, Citizen Focus, Resource Use and Local Policing. Each of these is graded for "delivery" and "direction".
2. Police performance assessments provide a summary to the public of local policing performance across England and Wales and are a useful tool for police authorities to monitor police force performance as well as reporting that information to the community.
3. The Authority has welcomed the results from the Home Office which reflect and recognise the hard work of front line staff in policing Hampshire and the Isle of Wight. They are particularly welcome in view of the recent difficulties experienced with the implementation of the new Record Management System in the Force at the same time as the Constabulary's 10 territorial command units have been reconfigured into 6 Operational Command Units.
4. The Authority particularly welcomed the "excellent" assessments gained by the Constabulary in both reducing crime and providing assistance and "good" for use of resources, as well as recognising the areas of promoting safety and local policing as "improved".
5. The full grades for Hampshire Constabulary are as follows:-

6. The Authority will continue to work hard with the Constabulary to achieve improvements in standards where necessary and, particularly, in sanction detections and data quality. The Authority has identified the problem areas and accepted that, although it might take some time to attain the level is strives for, some marked improvements are already being seen.
