The Minutes of the meeting of the Committee held on 31 July 2006 were confirmed as a correct record.

45 ROYAL SOUTH HAMPSHIRE HOSPITAL, SOUTHAMPTON

    Representatives of Southampton University Hospital NHS Trust and Southampton City Primary Care Trust gave a presentation on the redevelopment of the Royal South Hampshire Hospital which would be a first rate hospital with a wide range of services for the population of greater Southampton. The redevelopment would lead to the continuing improvement of services at the Southampton General Hospital and Princess Ann Hospital campus with the development of new world class centres of excellence for its major defining services provided for the populations of Hampshire, Isle of Wight, Dorset , Channel Islands and surrounding counties.

    The transfer of ownership of the Royal South Hampshire Hospital site and management of local services from Southampton University Hospital NHS Trust to Southampton City Primary Care Trust would take place on 31 March 2007. The local services would include Genito-urinary Medicine, Diabetes Resource Centre, Direct Access Therapies, Chronic Pain and Endoscopy. The majority of Southampton University Hospital NHS Trust outpatients would remain at the Royal South Hampshire Hospital. The Gastro-intestinal centre and Women's Ambulatory Care would transfer in summer 2007. The site would also include a walk in centre to prevent so many people going to Accident and Emergency at Southampton General Hospital and a dentistry service.

46 HAMPSHIRE PRIMARY CARE TRUST

      Richard Samuel, Director of Corporate Affairs of the Trust attended the meeting on behalf of Gareth Cruddace, Chief Executive of the Trust. He outlined the vision of the Trust, the largest in the country, which was to make a minimum of 23% management savings and to collaborate and work effectively with other organisations and adjoining Primary Care Trusts on commissioning services which would be accessed via GPs.

      He gave details on:

    Maternity Services in Southeast Hampshire

      The reshaping of the maternity services in southeast Hampshire would focus on the model used in southwest Hampshire and the Trust would be collaborating with Portsmouth City Primary Care Trust and Portsmouth Hospitals NHS Trust. They would not be bound by statements or rhetoric of the past but would look freshly and objectively at proposals and what was right for the population. He gave a commitment that, by the end of January 2007 the way forward would be identified. Members said that capacity planning was important and that all parties should work together to achieve the best solution for everyone.

    Commissioning Arrangements

      The Trust would collaborate and work effectively with other organisations and adjoining Primary Care Trusts on commissioning services and would be looking at business plans, practice building, procurement arrangements and scrutiny arrangements.

    Dental Provision across Hampshire

      Following the introduction of the new dentist contract in Hampshire 143 dentists had signed up 43 were currently in dispute and 63 had rejected the contract. This had resulted in a potential 13.5% reduction in dentists commissioned in Hampshire. It was hoped that more re-commissioning would fill 52% of the gap and a tendering exercise was underway to try and bring in new providers

    Community Hospitals

    The Strategic Health Authority envisaged a reduction from 42 to 29 Community Hospitals across Hampshire as a result of changes models and pathways of care. There were some good practices in Hampshire and the opportunity should be taken to use Community Hospitals more vigorously in the county. The Primary Care Trust would be working with the Strategic Health Authority to achieve the best results.

    Mental Health Services

      There was a case for specific scrutiny of the Mental Health services across the area. There was a need for better and more effective joint commissioning with the two cities. Members agreed that there should be a joint scrutiny of the Mental Health Services.

    RESOLVED:

      That arrangements be made for a joint scrutiny of the Mental Health Services with a view to a joint meeting being held in February 2007

    Health and Wellbeing

      The Trust was looking at how the Health and Wellbeing agenda should be taken forward. Interviews for the Director of Public Health, a joint appointment with the County Council were scheduled to take place on 11 January 2007.

47 UPDATE FROM LOCAL AUTHORITIES

    Portsmouth

    Saskia Kiernan reported that Portsmouth had had a call in on Adult mental health services following the death of a patient. They were looking at cleanliness and inspection control in hospitals especially as Portsmouth hospitals were some of the worst in the country; ambulance times particularly waiting times at Accident and Emergency; the Learning disability service, elderly community care and district nursing.

    Southampton

      Martin Day reported that Southampton was reviewing different strands of health and wellbeing, initially looking at alcohol issues and had initiated `Awards Bar None' award for the effective monitoring of licensed premises. They were also looking at sexual health, in particular the AIDS support grant and how it was being administered


    Isle of Wight

    Erica Oulton reported that in the Isle of Wight the Director of Public Health was also the Hospital medical Director. They had been looking at Smoking cessation, Continuing care and the Financial recovery plan .


    Hampshire

    Denise Holden reported that the Care at the end of life review had been progressing with the working group sitting in Select Committee style., the findings would be reported to the Health Overview and Scrutiny Committee on 30 January 2007. She and the Chairman had recently attended an Ambulance Patient and Public Involvement Forum meeting in Newbury together with the Chairmen and lead officers of all South Central Health Overview and Scrutiny Committees. The Committee had recently endorsed proposals for the reconfiguration of the southwest Hampshire Maternity Services. Arrangements had been made for a meeting with the Healthcare Commission on 1 March 2007. to which all members of the Joint Committee would be invited. The purpose was to raise the profile of the work of local authorities in Health.
