Summary |
1.1 |
That single tender approval be given to the Hampshire DAAT to contract three Shared Care workers with Hampshire Partnership Trust to provide a coordinator and Shared care workers to cover shared care services in West Hampshire and to contract with Portsmouth City PCT to provide two Shared Care workers to cover shared care services in South East Hampshire. |

This report is not for publication as it contains except information within Paragraph 3 of Part 1 of Schedule 12A of the Local Government Act 1972, being information relating to the financial or business affairs of any particular person (including the authority holding that information). Further it is considered that, in all the circumstances, the public interest in maintaining this exemption outweighs the public interest in disclosing this information. While there may be a public interest in disclosing this information, namely financial transparency in the County Council's affairs, it is felt that on balance this is outweighed by other factors in favour of maintaining the exception, namely the contract is subject to confidential third party financial and other negotiations and to reveal details of those negotiations would adversely affect the County Council's negotiating position relating to this contract. |

A Primary Care GP based treatment service, providing general healthcare and more specific drug misuse treatments, delivered in partnership with specialised drug treatment workers can maximise the well being of drug using individuals by providing holistic treatment to improve their lives and provide them with an opportunity to support their recovery within their own local community, which will result in making their community safer and more secure for all. |

Single tender approval is requested on the basis that the provision of services are of a specialised nature which can only be carried out by a specialised contractor. |

Other options considered and rejected |
3.1 |
Do Nothing This was rejected as without Shared Care workers to develop GP prescribing and treatment practice clients will not be able to access drug treatment services in their local community. In addition without transferring stable clients into GP Shared Care the secondary drug treatment services will not have the capacity to take on new, more chaotic, clients. |

3.2 |
Deliver Shared Care through a single dedicated service Due to the nature of Clinical Governance and the current arrangement of prescribing agencies in Hampshire, there would be no way a single agency could coordinate the activities of the workers to link in with the local prescribing agency if there was an emergency and the Shared care client needed to be returned to secondary drug treatment services. |
